Abstract

The JKN Mobile application has purposed to facilitate BPJS Health participants in employing JKN-KIS services without the need to come directly to the BPJS office. The aim of this research is to determine how JKN Mobile is employed by senior citizens at Bengkulu City's Harapan and Doa Hospitals, as well as to outline the services provided to JKN Mobile senior citizens at RSHD Bengkulu City.The research method employed in this study is the qualitative research method. Data collections were carried out through observation, interviews, and documentation. Informant selection technique using accidental sampling.  The stages of data analysis used are data reduction, data presentation, and conclusion drawing. The results of this study indicate the application of JKN Mobile for older people users at Harapan and Doa Hospital, Bengkulu City, found problems with older people users who claimed to be quite difficult in using the JKN Mobile application to get services at the hospital such as not having a smartphone that supports it, not understanding how to use the JKN Mobile application, to difficulties due to not having a family companion as a source of information supporting the older people.

Abstract

The 3in1 Bereavement Program initiated by the Bengkulu City Government is an innovation in population administration services that integrates the issuance of death certificates, updates to Family Cards, and renewal of electronic ID cards in a single process through a proactive service delivery mechanism. Although this program has been running since 2021 and demonstrates high effectiveness, it still operates without a formal legal foundation in the form of a Mayor's Regulation, relying solely on a Mayor's Decree. This study aims to evaluate program implementation using the Context, Input, Process, and Product (CIPP) model and identify factors contributing to delays in regulatory formalization. Using a qualitative case study approach, the research employs in-depth interviews, observations, and document analysis. Evaluation results show the program is effective across context, input, process, and product dimensions. However, delays in regulatory formalization are caused by four main factors: prioritization of responsiveness over legal certainty, limitations in legal human resources at the Department of Population and Civil Registration, complexity of regional regulation formation procedures, and weak momentum in the legislative process. The implications of the absence of formal regulation create vulnerabilities regarding program sustainability, limited accountability, and obstacles to policy replication.

Abstract

This study aims to analyze the utilization of village websites in improving public services in Margo Mulyo Village, Central Bengkulu. Using a qualitative case study approach, data were collected through interviews, observations, and documentation, and then analyzed with Miles and Huberman’s content analysis stages. The findings reveal that although the website is available, its use remains low due to limited digital literacy, unstable internet access, and people’s preference for direct services. The technology adoption process is still in the early stages according to the diffusion of innovation theory. Theoretically, this research contributes by enriching the discourse on digital transformation in rural public services and expanding the diffusion of innovation framework with socio-cultural factors. Practically, it provides recommendations for local governments and village officials to strengthen training, socialization, and infrastructure as a strategy for inclusive and sustainable digital governance in villages.
