Abstract

What if electronic voting performs in a rural area that has a limited condition of infrastructure and people who are peculiar with technology such as a computer? This article answers this question. Elections in Indonesia at national, province and district level are still used ballot paper. However, there is a village in Indonesia that use remote electronic voting system as a tool to vote head of the village. This research used the interview as a primary data collection and this research interviewed 17 key informants that directly involved in the village electronic voting. The research found the village voters more convenient in an electronic voting than the ballot paper system and the electronic voting can perform in a place that the people not familiar with modern technology. The unique finding of this research is the cost for electronic village election came from the village head candidates that shared the total cost of electronic voting. The other findings are electronic voting can be performed in an area with limited infrastructures and community that peculiar with technology.hence, it is possible for Indonesia to implement electronic voting in a level that higher than village voting, such as regent or mayor election.

Abstract

The purpose of this study is to find out the implementation of school operational assistance fund management (BOS) in Indonesia. This study involved BOS funds in 2019, 2020, and 2021. The study uses qualitative descriptive methods and also uses and collects secondary data. Secondary data is collected using documentation techniques. In analyzing data, researchers use data reduction data, data presentation, and verification data. The results showed that there were 646 schools that received BOS funding with a total of more than 28.8 billion funds, distributed to 96,870 students. Furthermore, accountability, transparency, and effectiveness of the management of school operational assistance funds (BOS) Bengkulu in accordance with the provisions of the Regulation of the Minister of Education and Culture (Permendikbud) Number 26 of 2017.

Abstract

This study aims to measure how the degree of fiscal independence of Bengkulu Province in the era of autonomy and to find out how the policies of the Bengkulu Province local government in supporting fiscal independence in the era of autonomy. This research uses descriptive quantitative method using secondary data. Data analysis was performed using multiple linear regression model data analysis techniques. Based on the results of the study, it is known that the degree of fiscal independence of Bengkulu Province in the period 2013-2017 is for the proportion of PAD to TPD obtained an average of 31.79% based on the interval scale is stated to be sufficient, BHPBP against TPD obtained an average result of 4, 37% based on the interval scale was stated to be very poor, while the DAU and DAK against the TPD obtained an average result of 54.30% with the interval scale declared very good. The policy of the Bengkulu Province local government in supporting fiscal independence has made policies to create a conducive climate for investors, policies to encourage regional economic growth and regional spending are strived to support the achievement of development goals effectively and efficiently

Abstract

Public relations (PR) professionals used to rely mainly on newspapers, radio, and television for their campaigns before digitization. However, since the invention of the internet, public relations has been converted into digital PR. In this circumstance, public relations must adapt and migrate from traditional to digital media. This exploratory study examines public relations in Indonesia by conducting a survey and understanding the role of public relations that Indonesian public relations practitioners usually practice. Through the lens of systems theory, this study aims to investigate how 1) Public Relations is organized by Indonesian professionals, 2) The role of Public Relations in Indonesia, 3) Understanding and Professional Public Relations in Indonesia. This study uses a quantitative approach with survey methods related to Indonesian public relations practitioners. The data for this study were obtained using Qualtrics. According to the findings, Indonesian professionals who organize public relations participate in public relations activities with input, throughput, and output methods. In Indonesia, the job of public relations is linked to digital clippings that are crucial for an institution or institution and hosting corporate events as a tactic to improve the image. Meanwhile, in Indonesia, the definition and profession of public relations can impact how the job is conducted, and the country currently lacks a comprehensive public relations education program.Keywords: Public service domain, role of public relations, Indonesia ABSTRAKPara profesional hubungan masyarakat (PR) biasanya mengandalkan surat kabar, radio, dan televisi untuk kampanye mereka sebelum digitalisasi. Namun, sejak penemuan internet, PR telah diubah menjadi PR digital. Dalam keadaan ini, humas harus beradaptasi dan bermigrasi dari media tradisional ke media digital. Studi eksploratif ini mengkaji humas di Indonesia dengan melakukan survei dan memahami peran humas yang biasa dipraktikkan oleh praktisi humas Indonesia. Melalui lensa teori sistem, penelitian ini bertujuan untuk mengetahui bagaimana 1) Humas diselenggarakan oleh profesional Indonesia, 2) Peran Humas di Indonesia, 3) Pengertian dan Profesional Humas di Indonesia. Penelitian ini menggunakan pendekatan kuantitatif dengan metode survei terkait dengan praktisi humas Indonesia. Data untuk penelitian ini diperoleh dengan menggunakan Qualtrics. Berdasarkan temuan, profesional Indonesia yang menyelenggarakan humas berpartisipasi dalam kegiatan humas dengan metode input, throughput, dan output. Di Indonesia, pekerjaan humas terkait dengan kliping digital yang sangat penting bagi sebuah institusi atau institusi dan menyelenggarakan acara perusahaan sebagai taktik untuk meningkatkan citra. Sementara itu, di Indonesia, definisi dan profesi humas dapat berdampak pada bagaimana pekerjaan itu dilakukan, dan negara saat ini masih kekurangan program pendidikan humas yang komprehensif.Kata Kunci: Domain layanan public, peran humas, Indonesia

Abstract

Penelitian ini bertujuan untuk mengetahui pelaksanaan sewa Barang Milik Negara dalam hal meningkatkan Penerimaan Negara Bukan Pajak (PNBP), dimana penelitian ini dilakukan di kantor KPKNL Bengkulu. Metode yang digunakan pada penelitian ini yakni penelitian kualitatif deskriptif. Pengumpulan data dilaksanakan menggunakan observasi, wawancara, dan dokumentasi. Teknik analisis data menggunakan pengumpulan data, reduksi data, penyajian data dan penarikan kesimpulan. Teori yang digunakan yakni Teori Nugroho yaitu Sosialisasi, Pelaksanaan, Pengawasan, dan Evaluasi. Berdasarkan hasil penelitian didapatkan pada aspek sosialisasi berjalan dengan baik, hal ini dibuktikan dengan, bentuk sosialisasi yang dilakukan yakni melalui surat menyurat, pertemuan secara langsung, dan sosialisasi virtual yang dilakukan melalui zoom meeting yang rutin dilakukan 2 hingga 4 kali dalam setahun. Selanjutnya pada aspek pelaksanaan, telah berjalan sesuai dengan PMK Nomor 115/PMK.06/2020 tentang Pemanfaatan Barang Milik Negara, namun ada kendala yakni jumlah satuan kerja yang menyewakan BMN masih kurang, seringnya pergantian operator BMN satuan kerja, menjadikan komunikasi terhambat, dan terakhir besaran sewa yang ditetapkan terbilang rendah untuk menopang PNBP. Kemudian pada aspek pengawasan ditemukan bahwa pengawasan ada dua bentuk yakni on desk yakni laporan wasdal pada aplikasi SIMAN, dan on site yakni mendatangi langsung objek sewa BMN, dan keduanya telah berjalan sesuai dengan standar pengawasan sewa BMN yakni PMK RI Nomor 52/PMK.06/2016 Tentang Tata Cara Pelaksanaan Pengawasan dan Pengendalian Barang Negara. Dan terakhir pada aspek Evaluasi, capaian kinerja PNBP dari pelaksanaan sewa BMN diwilayah kerja KPKNL Bengkulu telah mengalami peningkatan dari sewa Tanah/Bangunan, namun dianggap kurang, terlebih masih banyaknya BMN yang masih bisa dimanfaatkan, salah satunya berupa sewa.

Abstract

Penelitian ini bertujuan untuk mendeskripsikan tentang implementasi rencana Dinas Pariwisata dalam mengembangkan obyek wisata Danau Mas Harun Bastari di Kabupaten Rejang Lebong. Metode yang digunakan penulis dalam penelitian ini adalah kualitatif deskriptif. Aspek penelitian dari teori Logic Models serta berpedoman dengan Rencana Strategis Dinas Pariwisata Kabupataen Rejang Lebong tahun 2016-2021 dimana terdapat 3 kompenen yaitu Recources (Sumber Daya), Activities (Kegiatan), Outputs (keluaran). Hasil penelitian diketahui dalam aspek Recources, terdapat kendala pada kualitas dan kuantitas sumber daya manuisa yang belum terpenuhi secara maksimal. ditandai dengan latar belakang pendidikan dari kepariwisataan yang minim dan disisi lain juga ketersediaan sarana dan prsarana yang belum terpenuhi. Dalam aspek Activities, dalam aspek kegiatan telah melakukan tahapan kegiatan pemasaran dan pengembangan destinasi namun masih terdapat kendala terkait tidak adanya kegiatan pemeliharaan fasilitas. Kemudian dalam aspek Outputs, keluaran perencanaan Dinas Pariwisata yaitu terdapat didalam Renstra yang menghasilkan beberapa kegiatan pemasaran dan pengembangan destinasi pariwisata, namun belum optimal karena terdapat hambatan seperti tidak adanya kerja sama dan kurangnya anggaran dana dalam pembangunan sarana dan prasarana pendukung objek wisata Danau Mas Harun Bastari. Adapun rekomendasi untuk Dinas Pariwisata Kabupaten Rejang Lebong agar meningkatkan kualitas dan kuantitas SDM, menyediakan sarana dan prasarana yang memadai serta pengadaaan perencanaan kegiatan pemeliharaan fasilitas dan menjalin kemitraan.

Abstract

The aim of this research is to find out how the Slawe application as an E-KTP service tool synchronizes notifications and what causes notifications to be out of sync with E-KTP services in this application. The methods used are descriptive and qualitative, with purposive sampling techniques and data collection techniques through observation, interviews, and documentation. Based on research through aspects based on Law Number 95 of 2018 concerning Electronic-Based Service Systems (SPBE), responsiveness, assurance, and empathy, it is true that the Slawe application was not in sync with the E-KTP notification in July–December 2021. This is because the notifications on the application have not been updated. Meanwhile, in January–March 2022, the results showed that the Slawe application was in sync with its notifications and direct services at the Bengkulu City Dukcapil in terms of taking E-KTPs independently from January to March 2022. The suggestion from the researchers was that the Bengkulu City Population and Civil Registration Service needed to update notifications in the Slawe application according to the existing reality. The Bengkulu City Population and Civil Registration Service is carrying out repairs and maintenance on their Slawe website; this needs to be done on holidays or outside working hours. This is because many people feel disadvantaged if repairs or maintenance to the Slawe website are carried out on weekdays

Abstract

Peran perbankan dalam pembangunan ekonomi adalah mengalirkan dana bagi kegiatan ekonomi yaitu salah satunya dalam bentuk perkreditan bagi masyarakat perseorangan atau badan usaha yang berada di daerah sekitar seperti didaerah Sukamerindu. Bank Rakyat Indonesia adalah Bank pelaksana yang menyalurkan Kredit Usaha Rakyat Terbanyak. Hal ini dikarenakan Bank Rakyat Indonesia memiliki cabang yang luas di bandingkan dengan Bank pelaksana yang lainnya sehingga mudah dalam penyaluran kredit. Sehingga dilakukannya penelitian ini yang bertujuan untuk mengetahui Implementasi Program Kredit Usaha Rakyat (KUR) di Bank Rakyat Indonesia Unit Sukamerindu Kota Bengkulu. Penelitian ini dilakukan dengan pendekatan deskriptif kualitatif, dengan teknik pengumpulan data menggunakan observasi, wawancara, dan dokumentasi. Dalam teknik analisis data menggunakan tahapan pengumpulan data, reduksi data, penyajian data, dan penarikan kesimpulan. Berdasarkan penelitian ditemukan hasil bahwa Implementasi Program Kredit Usaha Rakyat di Bank Rakyat Indonesia unit Sukamerindu Kota Bengkulu tahapan pelaksanaan program KUR di BRI unit Sukamerindu menunjukkan kesesuaian yang baik dengan tujuan program KUR. Penyampaian informasi pada tahap pengajuan pinjaman memastikan bahwa nasabah memahami secara jelas persyaratan, manfaat, dan resiko terkait dengan program KUR, sehingga mereka dapat membuat keputusan yang tepat. Selain itu, BRI unit Sukamerindu tidak hanya menyediakan alokasi dana yang memadai, tetapi juga fasilitas yang lengkap seperti gedung yang representatif dan infrastruktur yang mendukung efisiensi layanan kepada nasabah.
