Abstract

This study aims to explore how the use of media monitoring technology by the Public Relations (PR) department of the Ministry of State Secretariat of the Republic of Indonesia represents technological determinism in the context of government communication. The research approach used is descriptive qualitative with a constructivist paradigm, through case studies, observations, document studies, and in-depth interviews with senior public relations officers at the Ministry of State Secretariat of the Republic of Indonesia. The findings reveal that the implementation of artificial intelligence (AI)-powered media monitoring tools has significantly transformed PR workflows. AI technology facilitates accelerated issue monitoring, policy recommendation development, and enhanced strategic communication effectiveness. However, the validity of AI-generated data necessitates human interpretation and analysis to ensure accurate decision-making. This study asserts that technology is not merely an assistive tool but also a force that shapes organizational behavior. Within the framework of technological determinism, AI-driven media monitoring becomes an entity that contributes to shaping the direction of government communication systemically and structurally.

Abstract

Artikel ini membahas strategi komunikasi Badan Gizi Nasional (BGN) dalam melibatkan pemangku kepentingan saat merespons krisis keracunan makanan pada Program Makan Bergizi Gratis (MBG) yang terjadi di sejumlah wilayah pada 2025. Tujuan penelitian adalah menganalisis strategi komunikasi dan manajemen pemangku kepentingan yang tepat untuk merespons krisis yang berpotensi merusak reputasi lembaga dan kepercayaan publik terhadap program. Metode yang digunakan adalah pendekatan kualitatif deskriptif dengan desain studi kasus, melalui studi literatur serta analisis dokumen/sumber sekunder terkait insiden keracunan MBG dan respons BGN. Hasil menunjukkan bahwa krisis MBG menuntut pemetaan dan prioritisasi pemangku kepentingan secara sistematis, misalnya melalui stakeholder salience model dan power-interest matrix, untuk menentukan kelompok yang perlu ditangani segera. Artikel ini mengidentifikasi kelompok pemangku kepentingan berdasarkan atribut power, legitimacy, dan urgency. Implikasi temuan menekankan perlunya strategi komunikasi berbasis transparansi, akuntabilitas, dialog dua arah, kolaborasi lintas Lembaga, serta langkah perbaikan sistemik untuk memulihkan kepercayaan publik dan menjaga keberlanjutan program.

Abstract

This research examines how Community X, a digital network on Instagram, commodifies the issue of women’s empowerment. Adopting a qualitative descriptive approach and drawing on Vincent Mosco’s commodification theory, the study analyzes how empowerment narratives are packaged as paid training, volunteer programs, and promotional activities based on digital content. The narrative of multitasking mothers is also reproduced in Community X’s content to reinforce gender-biased social expectations, while perpetuating an unequal emotional burden on women. The women’s empowerment ostensibly offered by this digital community does not occur within a neutral space. Rather, it is subordinated to economic interests that capitalize on women’s identities as sources of both symbolic and material production. The findings of this study highlight the importance of critically analysing empowerment discourse within the digital ecosystem to avoid participatory biases that obscure the commodification of women and the dynamics of digital labour relations.
