Abstract

Management is a process of helping to formulate a policy and organizational goals or processes that provide oversight to something involved in the implementation and achievement of goals. Based on initial observations of the management of the Palampitan public passenger car terminal, there are problems, namely, the facilities at the terminal are not supported, the terminal yard is not clean enough, human resources are lacking, and the budget for managing the terminal is very minimal. Based on the above, this study aims to determine the management of the Palampitan public passenger car terminal, inhibiting factors and efforts made in improving the management of the Palampitan public passenger car terminal at the Department of Transportation of North Hulu Sungai Utara.This study used a qualitative research method with a qualitative descriptive research type. Data collection techniques used are interviews, observation, and documentation. Sources of data were taken through the withdrawal of informants by purposive sampling of 10 people. After the data is collected, it is then analyzed using techniques including data reduction, data presentation and verification or drawing conclusions.The results of the study show that the management of thePalampitan public passenger car terminal cannot be said to be good. Indicators that are not good can be seen from indicators of program accuracy, maintenance of public facilities and supporting facilities, officers working according to their duties, officers working according to their responsibilities, working with discipline, efficient implementation, monitoring of terminal orderliness, and the monitoring system at the terminal. In addition, the driving factor for the management of the Palampitan public passenger car terminal is data accuracy and non-overlapping. The inhibiting factors are the lack of human resources, the lack of budget for the terminal, the inadequate facilities and the lack of supervision. Efforts have been made to improve terminal maintenance which has not been maximized and to increase the budget to maximize terminal facilities.In order to optimize the management of the terminal, it is expected that the head of the Department of Transportation should provide guidance to subordinates so that they can work more responsibly, be disciplined and pay more attention to the Palampitan public passenger car terminal. The head of the transportation and terminal section needs to carry out monitoring, evaluation and reporting of activities to ensure that the implementation of activities at the terminal stays on track according to program planning. For the driver to pay more attention to his service, especially in terms of bringing city transportation and pay attention to the safety of passengers.Keywords: The Palampitan Public Passenger Transport Terminal, The Transport Department

Abstract

The effectiveness of the SIMKAH (Marriage Management Information System) application in managing marriage registration administration at the Office of Religious Affairs (KUA) in Batumandi Subdistrict, Balangan Regency, faces several challenges. These include limited understanding among prospective brides and grooms regarding the existence of this online based registration system, a lack of human resource capacity due to the absence of dedicated personnel to operate the SIMKAH application resulting in the penghulu (marriage officiant) also serving as the operator and technical issues such as server and network disruptions that delay the uploading of required documents. The findings indicate that the use of the SIMKAH application in the marriage registration process at the KUA of Batumandi Subdistrict is less than effective. This is reflected in several indicators. While access, target achievement, and procedures were found to be effective, other indicators such as timeliness, socialization, training, and infrastructure were deemed less effective. Supporting factors include SIMKAH’s integration with the Population Administration Information System (SIAK) managed by the Civil Registry Office (Disdukcapil), and the availability of clear Standard Operating Procedures (SOPs). Inhibiting factors include limited public understanding of the application, insufficient user guidance, and recurring server downtimes. To improve the effectiveness of the SIMKAH application in marriage registration administration, it is recommended that: the Head of KUA address technical infrastructure issues; operators continue to enhance their technical skills; and the public be encouraged to submit required documents within the specified timeframe.

Abstract

This study aims to examine the implementation of records management and the factors influencing it at the Department of Education and Culture of Balangan Regency. The research employs a qualitative approach using a field research method, conducted through observation, documentation, and interviews with several key informants. The findings indicate that records management has been implemented relatively well through the application of official correspondence administration procedures, the use of classification codes, and employees’ awareness of the importance of proper document management. The main supporting factors include leadership commitment, employee discipline, and the utilization of applicable records management guidelines. However, the study also identifies several constraints, such as limited archival storage space, insufficient standard storage shelving, humid room conditions, and the suboptimal implementation of records retention and disposal processes in accordance with the Records Retention Schedule (JRA). In addition, archival training has not been conducted regularly, resulting in varying levels of human resource competency. This research underscores the importance of improving archival facilities and infrastructure, as well as strengthening employee capacity, to ensure that records management within the institution operates more effectively, efficiently, and in compliance with national standards.
