Abstract

ABSTRAK Efektivitas program pemberantasan pengedaran narkotika di Kecamatan Amuntai Tengah belum tepat sasaran dalam melaksanakan pemberantasan narkotika, Kurangnya operasi penindakan dan penyelidikan terhadap kasus pengedaran narkotika, Dan kurangnya sosialisasi dan kampanye terkait hukum narkotika termasuk sanksi hukuman bagi pengedar narkotika. Penelitian  ini bertujuan untuk mengatahui Efektivitas Program Pemberantasan Pengedaran  Narkotika di Kecamatan Amuntai Tengah Pada Badan Narkotika Nasional Kabupaten Hulu Sungai Utara dan faktor yang mempengaruhinya. Penelitian ini menggunakan pendekatan kualitatif. Teknik pengumpulan data yang digunakan adalah wawancara, observasi, dan dokomentasi. Sumber data diambil melalui penarikan informan secara  snowball sampling berjumlah 10 orang. Kemudian data yang di dapat diuji kredebilitasnya.Hasil dari penelitian menunjukan bahwa efektivitas program pemberantasan pengedaran narkotika di Kecamatan Amuntai Tengah pada Badan Narkotika Nasional Kabupaten Hulu Sungai Utara kurang efektif  hal ini dapat dilihat dari 11 indikator  terdapat 5 indikator yang cukup efektif  yaitu perencanaan program, langkah menetapkan target, kepuasan pemerintah terhadap program, cara menentukan pencapaian tujuan dan kegiatan strategi. Sedangkan untuk indikator yang kurang efektif terdapat 6 indikator yaitu pengawasan program, pelaksanaan program, ketepatan sasaran, kepuasan masyarakat, sarana dan prasarana, dan hasil program. Faktor yang pendukung yaitu adanya Perencanan dan Kegiatan Strategi. Faktor penghambat yaitu  Kurangnya Sarana Prasarana dan Hasil Program

Abstract

Permasalahan diantaranya  kurangnya sarana dan prasarana penunjang pertanian yang dibutuhkan oleh Kelompok Tani, belum optimalnya pemerataan bantuan yang dibutuhkan oleh anggota Kelompok Tani di Desa Baruh Bahinu Dalam Kecamatan Paringin Selatan Kabupaten Balangan.Adapun tujuan penelitian ini adalah untuk mengetahui Pemberdayaan Masyarakat Kelompok Tani Guna Meningkatkan Kesejahteraan Masyarakat di Desa Baruh Bahinu Dalam Kecamatan Paringin Selatan Kabupaten Balangan dan faktor yang mempengaruhinya. Penelitian ini menggunakan pendekatan kualitatif dengan tipe deskriptif. Teknik pengumpulan data yang digunakan adalah wawancara, observasi dan dokumentasi. Sumber data yang diambil melalui penarikan sampel secara purposive sampling berjumlah 12 orang.Hasil dari penelitian menunjukkan bahwa pemberdayaan masyarakat melalui Kelompok Tani di Desa Baruh Bahinu Dalam Kecamatan Paringin Selatan kabupaten balangan tersebut kurang baik. Sub variable pemungkinan pada indikator kultur/budaya hanya sehari-hari kurang baik dan indikator struktur dalam jabatan kelompok tani baik.Sub variabel pada indikator penguatan peningkatan pengetahuan dalam melaksanakan pelatihan kelompok tani kurang baik dan indikator pengembangan keterampilan dalam memberdayakan pertanian kurang baik. Sub variabel perlindungan pada indikator asuransi pertanian dalam menjamin keselamatan petani baik dan indikator penguatan kelembagaan petani dalam kelompok tani baik. Sub variabel penyokongan pada indikator bimbingan pelatihan kelompok tani kurang baik dan indikator dukungan dalam pemberian bantuan kurang baik. Sub variabel pemeliharaan pada indikator keselarasan antara fungsi dan tugas adalah baik dan indikator keseimbangan dalam tanggung jawab dan kinerja baik. Faktor yang mempengaruhi yakni faktor pendukung adalah sumberdaya manusia dan bantuan terhadap anggota kelompok tani sedangkan faktor penghambat adalah fenomena alam dan tidak tersedianya alat-alat modern dan pengembangan keterampilan yang baik untuk kegiatan pertanian anggota kelompok tani Desa Baruh Bahinu Dalam. Pemberdayaan masyarakat kelompok tani guna meningkatkan kesejahteraan masyarakat di Desa Baruh Bahinu Dalam Kecamatan Paringin Selatan Kabupaten Balangan,maka disarankan kepada Dinas Ketahanan Pangan Kabupaten Balangan agar menambah anggaran terhdap bantuan pemberdayaan pertanian di Desa Baruh Bahinu Dalam guna meningkatkan kesejahteraan petani

Abstract

The effectiveness of the SIMKAH (Marriage Management Information System) application in managing marriage registration administration at the Office of Religious Affairs (KUA) in Batumandi Subdistrict, Balangan Regency, faces several challenges. These include limited understanding among prospective brides and grooms regarding the existence of this online based registration system, a lack of human resource capacity due to the absence of dedicated personnel to operate the SIMKAH application resulting in the penghulu (marriage officiant) also serving as the operator and technical issues such as server and network disruptions that delay the uploading of required documents. The findings indicate that the use of the SIMKAH application in the marriage registration process at the KUA of Batumandi Subdistrict is less than effective. This is reflected in several indicators. While access, target achievement, and procedures were found to be effective, other indicators such as timeliness, socialization, training, and infrastructure were deemed less effective. Supporting factors include SIMKAH’s integration with the Population Administration Information System (SIAK) managed by the Civil Registry Office (Disdukcapil), and the availability of clear Standard Operating Procedures (SOPs). Inhibiting factors include limited public understanding of the application, insufficient user guidance, and recurring server downtimes. To improve the effectiveness of the SIMKAH application in marriage registration administration, it is recommended that: the Head of KUA address technical infrastructure issues; operators continue to enhance their technical skills; and the public be encouraged to submit required documents within the specified timeframe.

Abstract

Marriage age maturation is a strategic effort to increase the age of first marriage in order to achieve an ideal age for building a family. The implementation of Law Number 16 of 2019 concerning the minimum age of marriage in Banua Lawas District, Tabalong Regency, has not yet achieved optimal results. This situation is indicated by the persistently high rate of early marriage, despite the legal stipulation of a minimum marriage age of 19 years for both males and females. This condition is influenced by limited public awareness and understanding, as well as weak coordination among related institutions. This study aims to analyze the implementation of Law Number 16 of 2019 regarding the minimum marriage age and to identify factors influencing its implementation in Banua Lawas District, Tabalong Regency. A qualitative descriptive approach was employed in this research. Data were collected through interviews, observations, and documentation, with informants selected using purposive sampling involving 12 participants. The data were analyzed through data reduction, data presentation, and conclusion drawing. The results of the study indicate that the implementation of Law Number 16 of 2019 concerning the Minimum Age of Marriage in Banua Lawas Subdistrict, Tabalong Regency, is still not optimal. This can be seen from several indicators that are considered inadequate, including policy clarity, policy objectives, human resources, financial resources, acceptance, rejection, relations between employees and the community, relations between employees and other institutions, and social conditions. The indicators categorized as good include firmness, strictness, rigidity, and economic conditions, while political conditions are considered fairly good. Supporting factors include disciplined policy implementers and stable economic conditions, whereas inhibiting factors consist of limited socialization, budget constraints, and a lack of public awareness. To improve the implementation of Law Number 16 of 2019 in Banua Lawas District, it is recommended that the Office of Religious Affairs strengthen community outreach programs, enhance coordination with village governments and community leaders, and encourage active community participation in complying with the minimum marriage age regulations in order to reduce the incidence of early marriage
