Abstract

This study examines the implementation of flood and inundation control policy through pump houses managed by the Surabaya City Water Resources and Highways Agency (DSDABM), focusing on the Ketintang area in South Surabaya. A descriptive qualitative method was applied, combining interviews, observation, and documentation, and the data were analyzed through the four indicators of George C. Edward III's policy implementation model, namely communication, resources, disposition, and bureaucratic structure. The findings show that technical-operational communication among DSDABM, the meteorological agency, and pump house operators runs relatively well, while formal policy communication is still hindered because the local flood regulation has not yet been legally enacted. In terms of resources, budget limitations, a shortage of field operators, and incomplete security facilities at pump houses remain persistent obstacles. The disposition of policy implementers is comparatively strong, yet public participation in maintaining drainage channels remains low. The bureaucratic structure at the technical level, organized through a zonal system, appears fairly decentralized, whereas coordination between DSDABM and the city council in drafting the flood regulation has not produced a clear timeline.

Abstract

This study aims to gain an in-depth understanding of the implementation and effectiveness of the Maternal Class Program as an effort to accelerate stunting reduction at Puskesmas Besuki, Situbondo Regency. The study employs a qualitative approach with a descriptive design, emphasizing the understanding of social context, behaviors, and the natural experiences of the research subjects. The research subjects include the Head of Puskesmas Besuki, Nutrition Program Coordinator, Village Midwives, and pregnant women with or with a history of Chronic Energy Deficiency (CED) and stunting. Informants were selected using purposive sampling until data saturation was reached. Data were collected through observation, interviews, and documentation, and analyzed using Miles and Huberman’s interactive model, including data reduction, presentation, and conclusion drawing. Data validity was ensured through source and technique triangulation as well as member checking. The results indicate that the Maternal Class Program is effective in improving pregnant women’s knowledge and awareness of maternal health, nutrition, childbirth, and newborn care, and contributes to stunting prevention. The program is responsive to participants’ needs, on target, and successfully applies the principle of equitable service. However, program efficiency and adequacy need improvement, particularly in budget management, scheduling, and participant engagement. It is recommended to conduct regular budget evaluations, prepare transparent reports, improve schedule management, and adjust materials according to different pregnancy trimesters to optimize program effectiveness.

Abstract

This research is motivated by the initiative of the Surabaya City Government in providing safe, comfortable, and affordable public transportation services through the Suroboyo Bus Program to reduce the level of congestion. Although strategic, the implementation of this policy still faces major obstacles in the form of budget limitations that have a direct impact on fleet maintenance, the provision of bus stop facilities, and the development of service routes. In addition, the problem of long waiting times and low public literacy of operational mechanisms also hinder the achievement of targets. This study aims to describe the implementation of the Suroboyo Bus Program at the Surabaya City Transportation Agency using the George C. Edwards III model which includes communication variables, resources, disposition, and bureaucratic structure. The approach used is qualitative descriptive with data collection techniques through interviews, observations, and documentation studies. Data analysis is carried out systematically through the stages of reduction, presentation, and drawing conclusions. The results of the study show that the implementation of the program has not been optimal. In the aspect of communication, socialization has not reached all levels of society equally. From the dimension of resources, budget limitations are the dominant inhibiting factor for the quality of facilities and infrastructure. However, the implementing disposition shows a strong commitment and the bureaucratic structure has been supported by adequate Standard Operating Procedures (SOPs). The research concludes that the success of the program requires strengthening fiscal support, improving the quality of public facilities, and intensifying socialization massively to optimize the implementation of public transportation in the city of Surabaya in order to achieve the policy goals that have been set.
