Abstract

Infrastruktur jalan merupakan aspek penting dalam mendukung perkembangan ekonomi dan sosial guna meningkatkan kesejahteraan masyarakat. Salah satu bentuk infrastruktur tersebut adalah jalan provinsi, seperti Jalan Mastrip di Kota Surabaya yang berfungsi sebagai penghubung antara Kota Surabaya dengan wilayah sekitarnya, termasuk Kota Sidoarjo dan Gresik. Namun, pada kondisi lapangan terdapat berbagai kerusakan jalan seperti berlubang, amblas, dan bergelombang. Penelitian ini bertujuan untuk menganalisis dan mendeskripsikan implementasi program penanganan pemeliharaan jalan di Jalan Mastrip Kota Surabaya. Metode penelitian yang digunakan adalah pendekatan kualitatif dengan jenis penelitian deskriptif. Hasil penelitian menunjukkan bahwa implementasi Program Penanganan Pemeliharaan Jalan Mastrip telah memenuhi indikator implementasi kebijakan menurut George C. Edward III pada indikator komunikasi internal dinas PU Bina Marga Provinsi Jawa Timur berlangsung struktur dan sistematis karena berpedoman pada dokumen-dokumen pemeliharaan, namun komunikasi eksternal antara Dinas PU Bina Marga kepada masyarakat masih belum sepenuhnya optimal, indikator sumber daya relatif memadai mulai dari sumber daya manusia, informasi dan fasilitas, namun hasil pemeliharaan tidak bertahan lama akibat tingginya volume kendaraan yang melintas di Jalan Mastrip, pada indikator disposisi pelaksana program pemeliharaan mendukung kebersihan implementasi, dan struktur birokrasi memiliki struktur birokrasi yang jelas, SOP yang berjalan dengan baik dan sesuai serta fragmentasi yang diatur dengan baik sesuai dengan fungsinya. Meskipun demikian, masih diperlukan upaya peningkatan pada aspek komunikasi kepada masyarakat serta penyesuaian strategi pemeliharaan terhadap kondisi lalu lintas dan beban kendaraan yang tinggi agar kualitas jalan dapat terjaga secara berkelanjutan. Kata Kunci : Infrastruktur, Implementasi kebijakan, Pemeliharaan jalan, Jalan Mastrip.

Abstract

Civil registration is a basic service that must be accessible to all citizens, including people with disabilities, who often face barriers in obtaining an Electronic Identity Card (KTP-el). This study aims to evaluate the implementation of KTP-el registration services for people with disabilities through the Gajah Mada Service innovation organized by the Madiun City Population and Civil Registration Office in Taman District. The study employs a qualitative approach with a descriptive design. Data were collected through interviews, observations, and documentation, then analyzed using William N. Dunn’s six policy evaluation indicators: effectiveness, efficiency, adequacy, equity, responsiveness, and accuracy. The results indicate that the service has been functioning fairly well and has provided benefits in improving access to civil registration services for people with disabilities. However, implementation has not yet been fully optimal, as approximately 20% of people with disabilities in Taman Subdistrict have not yet registered for the e-ID. Identified challenges include a service system that remains passive, limited human resources, internet connectivity issues, information disparities, as well as social and cultural barriers within families and the community. Therefore, continuous improvement efforts are needed to make the service more inclusive, equitable, and effective in reaching all people with disabilities.

Abstract

Developing the competency of State Civil Apparatus (ASN) through education and training (diklat) is a strategic need to support bureaucratic reform and improve the quality of government services. The Secretariat of the Malang Regency DPRD, as one of the regional apparatuses, is required to have ASN competent in carrying out its duties and functions, so the implementation of education and training based on tasks and functions is very important. This study aims to analyze and describe the implementation of education and training for employees based on tasks and functions at the Secretariat of the Malang Regency DPRD. The problems found include three things: training participants who often do not match their duties and functions uet o sudden replacements without considering competency suitability, limited information technology facilities that hinder online training, and the absence of specific SOPs that regulate the selection and replacement of participants based on tasks and functions. This study uses a descriptive qualitative approach with data collection techniques through observation, in-depth interviews, and documentation, as well as using data triangulation. The results show that the implementation of training has generally been running but is not fully optimal. Communication is running well through official letters, internal dispositions, and WhatsApp groups. The implementing human resources are competent and the budget is allocated in the Work Plan, but information technology facilities are still limited. The disposition of implementers is positive and supported by TPP incentives, but the sudden replacement of participants, not based on competency, remains unresolved. The bureaucratic structure demonstrates clear fragmentation of tasks, but there are No. specific SOPs that comprehensively regulate the training implementation mechanism.

Abstract

This study examines the implementation of flood and inundation control policy through pump houses managed by the Surabaya City Water Resources and Highways Agency (DSDABM), focusing on the Ketintang area in South Surabaya. A descriptive qualitative method was applied, combining interviews, observation, and documentation, and the data were analyzed through the four indicators of George C. Edward III's policy implementation model, namely communication, resources, disposition, and bureaucratic structure. The findings show that technical-operational communication among DSDABM, the meteorological agency, and pump house operators runs relatively well, while formal policy communication is still hindered because the local flood regulation has not yet been legally enacted. In terms of resources, budget limitations, a shortage of field operators, and incomplete security facilities at pump houses remain persistent obstacles. The disposition of policy implementers is comparatively strong, yet public participation in maintaining drainage channels remains low. The bureaucratic structure at the technical level, organized through a zonal system, appears fairly decentralized, whereas coordination between DSDABM and the city council in drafting the flood regulation has not produced a clear timeline.

Abstract

Penelitian ini bertujuan untuk mendeskripsikan implementasi Peraturan Wali Kota Surabaya Nomor 51 Tahun 2023 sebagai peraturan pelaksanaan Peraturan Daerah Kota Surabaya Nomor 1 Tahun 2023 tentang Perdagangan dan Perindustrian di Bidang Pasar Rakyat di Pasar Gunung Anyar Kota Surabaya. Penelitian ini menggunakan pendekatan kualitatif dengan jenis penelitian deskriptif. Teknik pengumpulan data dilakukan melalui wawancara, observasi, dan dokumentasi dengan informan dari unsur pemerintah, pengelola pasar, pedagang, dan masyarakat. Analisis data dilakukan menggunakan model interaktif melalui reduksi data, penyajian data, dan penarikan kesimpulan. Kerangka analisis menggunakan teori implementasi kebijakan ambiguitas-konflik Richard Matland dengan indikator “lima tepat” menurut Nugroho, yaitu ketepatan kebijakan, pelaksanaan, target, lingkungan, dan proses. Hasil penelitian menunjukkan bahwa implementasi kebijakan telah berjalan secara normatif, namun belum optimal, terutama pada ketepatan target dan lingkungan akibat rendahnya partisipasi pedagang dan minat pengunjung pascapandemi. Oleh karena itu, diperlukan penguatan manajemen pasar dan pendekatan teknokratis agar revitalisasi pasar rakyat berjalan lebih efektif.

Abstract

The implementation of the traditional market revitalization policy at Karah Baru Market in Surabaya City still faces a number of problems, namely suboptimal facilities and infrastructure, illegal kiosk trading practices, and a decline in the number of consumers after revitalization. The purpose of this study is to describe the implementation of the traditional market revitalization policy at Karah Baru Market in Surabaya City. The research method applied is descriptive qualitative, focusing on six policy implementation indicators according to the Van Meter and Van Horn model, including standards and goals, resources, characteristics of the implementing organization, implementer disposition or attitudes, inter-organizational communication and implementer activities, and social, economic, and political conditions. Data collection in this study was conducted through interviews, observation, and documentation. The data analysis technique uses the Miles and Huberman data analysis model, which includes data reduction, data presentation, and conclusion drawing stages. The research results indicate that five implementation indicators have been optimally executed, while the resource indicator has not been optimally met, particularly regarding human resources and facilities and infrastructure. Therefore, strengthening human resource capacity, improving supervision, and perfecting supporting facilities are necessary to ensure the optimal implementation of the policy to revitalize traditional markets.

Abstract

This research is motivated by the initiative of the Surabaya City Government in providing safe, comfortable, and affordable public transportation services through the Suroboyo Bus Program to reduce the level of congestion. Although strategic, the implementation of this policy still faces major obstacles in the form of budget limitations that have a direct impact on fleet maintenance, the provision of bus stop facilities, and the development of service routes. In addition, the problem of long waiting times and low public literacy of operational mechanisms also hinder the achievement of targets. This study aims to describe the implementation of the Suroboyo Bus Program at the Surabaya City Transportation Agency using the George C. Edwards III model which includes communication variables, resources, disposition, and bureaucratic structure. The approach used is qualitative descriptive with data collection techniques through interviews, observations, and documentation studies. Data analysis is carried out systematically through the stages of reduction, presentation, and drawing conclusions. The results of the study show that the implementation of the program has not been optimal. In the aspect of communication, socialization has not reached all levels of society equally. From the dimension of resources, budget limitations are the dominant inhibiting factor for the quality of facilities and infrastructure. However, the implementing disposition shows a strong commitment and the bureaucratic structure has been supported by adequate Standard Operating Procedures (SOPs). The research concludes that the success of the program requires strengthening fiscal support, improving the quality of public facilities, and intensifying socialization massively to optimize the implementation of public transportation in the city of Surabaya in order to achieve the policy goals that have been set.
