Abstract

Salah satu upaya pemerintah kota Pontianak dalam meningkatkan  Pendapatan Asli Daerahnya dengan melalui retribusi daerah melalui retribusi parkir. Retribusi parkir merupakan salah satu sumber pendapatan  daerah yang potensial sehingga harus digali secara optimal sehingga penerimaan retribusi parkir akan dapat memberikan kontribusi yang besar terhadap pendapatan daerah.  Adapun permasalahan yang dijumpai dalam proses implementasinya masih dijumpai beberapa masalah seperti : a. Badan usaha yang tidak memiliki izin tempat parkir dan tidak menyedikan tempat parkir seperti beberapa hotel yang terdapay di jalan Gajah Mada Pontianak yang belum memiliki izin tempat parkir dan tempat parker, b) Adanya Juru Parkir yang memiliki izin dan bukan dibawah binaan Dinas Perhubungan sehingga menggunakan badan jalan untuk parkir kendaraan. Penulisan Tesis ini dimaksudkan untuk mengetahui sejauh mana Pemerintah Daerah Kota Pontianak telah mengimplementasikan Peraturan tersebut, sehingga peneliti dapat mengetahui penyebab banyak yang belum memiliki izin tempat parkir oleh Seksi Rekayasa Lalulintas pada Dinas Perhubungan Kota Pontianak. Dalam upaya menilai keberhasilan implementasi Pengelolaan dan Penyelenggaraan Parkir di Kecamatan Pontianak Selatan peneliti menggunakan teori Charles O?Jones, yaitu, organisasi, intepretasi dan aplikasi. Hasil dari penelitian ini menunjukkan bahwa, implementasi pengelolaan dan penyelenggaraan tempat parkir di Kecamatan Pontianak Selatan kurang berjalan efektif. Pelaksana Kebijakan tidak sepenuhnya berjalan sesuai dengan tugas dan fungsinya. Sosialisasi belum rutin dan kegiatan sosialisasi juga masih dirasakurang baik oleh masyarakat. Pedoman program dalam menjalankan Perda Pengelolaan dan Penyelenggaraan Perparkiran hanya mengacupada SOP, pada SOP tersebut mendapat keluhan dari masyarakat karena lama dalam mendapatkan izin perparkiran.

Abstract

This articleis written for researchers to read and observe the presence of some phenomenon’s of personnel educator who have appropriate national standards that are crucial and difficult to solving, because that the researchers need to provide an overview and understanding of the problems of implementation of the standard implementation of educators and education personnel in SMP 2 Tayan Hulu. This research  uses the qualitative methods with descriptive analysis that is a method whitch in the form of searching and trailing the facts, information and truth of a problem also describe and a phenomenon that happened based on fact, data and the real information. The results of the research that more looking for the factor of communication, Disposition and Bureaucratic Structure which done of the District Education Office SMP 2 to Tayan Hulu as a spearheads of policy implementation. In this research, reasearcher find shortage  information which given the District Education Sanggau Regency to the new educator. Besides this, presence the educators who have additional work such as taking care of the garden and their livestock make educators more choise that case prefer  than to continue their study to  ladder S1. The Implementation Standards Teachers and Education Personnel in SMP 2 Tayan Hulu should be able to work effectively if done again optimal socialization to new educators. Keywords: National Education Standards, Educators and Personnel Educators.

Abstract

This program aims to enhance the job readiness of D3 Office Administration students at the Faculty of Social and Political Sciences, Universitas Tanjungpura, by providing training on how to prepare professional career portfolios that align with industry requirements. The motivation behind this Community Service Activity (PKM) is the high unemployment rate in West Kalimantan, which reached 4.86% in August 2024. Notably, college graduates face even greater challenges in entering the workforce. National data shows that the unemployment rate for university graduates is 5.25%, higher than that of diploma graduates at 4.83%, with university graduates making up a significant portion of the educated unemployed. The program implementation employs a participatory and andragogical approach, comprising four stages: (1) situation and problem analysis, (2) program planning, (3) training implementation, and (4) activity evaluation. The activity took place on October 5, 2025, at SMKN 3 Pontianak, involving 67 first-semester students. The pre-test and post-test results indicated a significant increase in understanding across several areas: the importance of career portfolios (from 24.3% to 87.5%), the ability to compile a professional CV (from 24.3% to 87.5%), knowledge of digital platforms for career development (from 24.3% to 100%), and personal branding skills (from 20% to 87.5%). This program successfully raised awareness of digital career portfolios among students, developed training modules, and established a sustainable digital career learning community. Recommendations for the program include institutionalising career portfolio training as a regular annual initiative, integrating employability skills into the curriculum, and strengthening collaborations with industry to ensure the relevance of graduate competencies to current job market demands.
