Abstract

Tiongkok meluncurkan salah satu program pembangunan infrastruktur yang paling hebat sepanjang sejarah yang dimulai sejak 2013, yakni program Belt and Road Initiative. Dalam program ambisiusnya ini, Tiongkok memliki keinginan untuk mengembangkan jalur sutra (Silk Road) dan jalur perdagangan legendaris yang dapat menghubungkan Tiongkok-Eropa dengan melalui jalur darat dan laut. Dari beberapa negara, salah satunya yang menjadi sasaran program Belt and Road Initiative ini adalah kawasan Afrika Timur. Dimana lokasinya yang cukup strategis, serta jalur perdagangan internasional yang memiliki sumber daya alam yang sangat kaya, yang mana menjadi salah satu fokus utama Tiongkok dalam program ambisiusnya. Selain itu jalur tersebut juga dapat membawa dampak yang cukup untuk kesejahteraan ekonomi melalui peningkatan nilai pertumbuhan serta GDP negara-negara di kawasan, akan tetapi, hal itu juga tidak luput dari dampak negatif yang dibawanya. Dalam karya ini akan mencoba membahas program Belt and Road Initiative Tiongkok yang dilihat dan di implementasikan dari perspektif dependency theory, yang mana dalam pembahasan ini sedikit menemukan sebuah kecenderungan yang negatif terhadap negara-negara di Afrika Timur yang terjebak dalam sebuah hubungan ketergantungan ekonomi dan perdagangan yang mengarah kepada ketergantungan politik negaranya.

Abstract

This study aims to identify the typology of the United States foreign policy towards North Korea’s ballistic nuclear weapons test during the Donald Trump administration. The typology of foreign policy will be explained by using James N. Rosenau’s adaptive foreign policy model which refers to two factors that influence it, namely external and internal changes in the United States environment which are influenced by three classifications, namely personal change, political change, and social-economic change against each factor, both externaly and internaly. This research is a descriptive qualitative research. The data collection method used in this research is literature study. The data were obtained from various books, journals, electronic media and digital documents/reports, while the data analysis used sorting from the various data that had been collected and analyzing the data that was close to the focus in this study. Interpretation of the data obtained can then be poured through a description in form of writing and graphics. Based on the research that has been done, it was found that the typology of US foreign policy adaptation is promotive adaptation.

Abstract

This essay highlights the problem of Indonesian Migrant Workers in Malaysia by using securitization theory regarding migrant workers in obtaining human rights and examines whether the policies imposed in Malaysia for domestic workers aimed at that have been implemented properly as a concentration of human security. The paper is reviewed by elaborating the literature on foreign workers in Malaysia along with the conditions and policies regarding the restriction of some rights of domestic workers will be described and analyzed under the human rights and government regulations of the two countries in dealing with migrant workers.

Abstract

This study discusses Indonesia's public diplomacy in building a positive image of the country through the implementation of the Australia-Indonesia Youth Exchange Program (AIYEP) 2023–2024. In the context of post-pandemic globalization, public diplomacy has become a strategic instrument in communicating the values, identity, and character of the nation to the international community. The AIYEP program was analyzed using an instrumental case study qualitative approach with reference to constructivism (Wendt), nation branding (Dinnie), and public diplomacy (Cull) theories. The results of the study show that AIYEP contributes significantly to shaping positive perceptions of Indonesia through cross-cultural social interactions, the involvement of youth as informal ambassadors, and authentic narratives conveyed through direct experiences. The Ministry of Youth and Sports of the Republic of Indonesia (Kemenpora RI) plays an important role in designing cultural communication strategies, adapting post-pandemic policies, and maintaining the sustainability of diplomacy through alumni networks. This program also demonstrates the implementation of universal values such as gender equality, mutual cooperation, and social inclusion. AIYEP has proven to be a model of participatory public diplomacy that strengthens bilateral relations between Indonesia and Australia and builds Indonesia's image as an inclusive, progressive, and adaptive country in the eyes of the world.

Abstract

Gender-Based Violence (GBV) remains a pervasive human rights violation globally and a critical barrier to achieving Sustainable Development Goal 5 on gender equality. In Indonesia, the high number of reported GBV cases underscores the urgent need for effective intervention strategies. This research examines the implementation of the Generation Gender (Gen-G) program initiated by Rutgers International in addressing Gender-Based Violence (GBV) in Indonesia during the 2023–2024 period. As a transnational advocacy initiative, the program seeks to promote gender justice through youth empowerment and the institutional strengthening of civil society organizations in Jakarta, Bandung, and Palu. Employing a qualitative descriptive method and grounded in Keck and Sikkink’s Transnational Advocacy Networks (TANs) theory, the research analyzes Rutgers’ strategic use of four key tactics: information politics, symbolic politics, leverage politics, and accountability politics. The findings reveal that Rutgers International has successfully established strategic advocacy networks with local actors such as Yayasan Gemilang Sehat Indonesia, Koalisi Perempuan Indonesia, and LBH APIK, enabling a context-specific and inclusive response to GBV. Despite these advances, structural barriers, deeply rooted patriarchal norms, and limited policy support remain significant challenges to full program effectiveness. This study underscores the critical role of transnational networks and multi-sectoral collaboration in advancing gender-sensitive policy reform and social transformation. Furthermore, it contributes to the broader discourse in international relations by highlighting the strategic influence of non-state actors in the diffusion of global gender norms at the local level.

Abstract

This study aims to comprehensively analyze the role of UNICEF as an international organization in supporting efforts to address child malnutrition in Indonesia through the Country Programme Action Plan (CPAP) for the 2021–2025 period. The research employs a qualitative method with a descriptive-analytical approach to examine the forms, mechanisms, and contributions of the cooperation implemented. Data were collected through a literature review of official Indonesian government documents, UNICEF reports and publications, as well as relevant and credible academic literature. The analysis is guided by the theoretical frameworks of Institutional Liberalism, Human Security, and International Organization theory to understand UNICEF’s role in fostering cooperation, protecting children’s rights, and strengthening national capacity. The findings indicate that cooperation between UNICEF and the Government of Indonesia through the CPAP 2021–2025 has made a significant contribution to strengthening the national health and nutrition system. This contribution is reflected in technical and policy support, evidence-based advocacy, institutional capacity building at both national and subnational levels, and the implementation of multisectoral, inclusive, and community-based nutrition programs. Nevertheless, the implementation of CPAP programs continues to face several challenges, particularly disparities in local capacity, resource constraints, and the complexity of cross-sectoral coordination. Overall, the CPAP serves as a strategic instrument in supporting efforts to reduce child malnutrition and in advancing the fulfillment of children’s rights to health and adequate nutrition in Indonesia. Keywords: CPAP, Child Malnutrition Indonesia, International Cooperation, UNICEF   Abstrak  Penelitian ini bertujuan untuk menganalisis secara komprehensif peran UNICEF sebagai organisasi internasional dalam mendukung upaya penanganan malnutrisi pada anak di Indonesia melalui kerangka Country Programme Action Plan (CPAP) periode 2021–2025. Metode penelitian yang digunakan adalah pendekatan kualitatif dengan jenis penelitian deskriptif-analitis, yang bertujuan untuk menggambarkan sekaligus menganalisis bentuk, mekanisme, dan kontribusi kerja sama yang dijalankan. Data penelitian diperoleh melalui studi kepustakaan terhadap dokumen resmi pemerintah Indonesia, laporan dan publikasi UNICEF, serta literatur akademik yang relevan dan kredibel. Analisis data dilakukan dengan menggunakan kerangka teori Liberalisme Institusional, Human Security, dan teori Organisasi Internasional untuk memahami peran UNICEF dalam mendorong kerja sama, perlindungan hak anak, serta penguatan kapasitas nasional. Hasil penelitian menunjukkan bahwa kerja sama antara UNICEF dan Pemerintah Indonesia melalui CPAP 2021-2025 berkontribusi signifikan terhadap penguatan sistem kesehatan dan gizi nasional. Kontribusi tersebut diwujudkan melalui dukungan teknis dan kebijakan, advokasi berbasis bukti, pengembangan kapasitas institusi di tingkat nasional dan daerah, serta implementasi program gizi yang bersifat multisektoral, inklusif, dan berbasis komunitas. Namun demikian, pelaksanaan program CPAP masih menghadapi sejumlah tantangan, khususnya terkait dengan ketimpangan kapasitas antar daerah, keterbatasan sumber daya, serta kompleksitas koordinasi lintas sektor. Secara keseluruhan, CPAP berperan sebagai instrumen strategis dalam mendukung upaya penurunan malnutrisi anak sekaligus memperkuat pemenuhan hak anak atas kesehatan dan gizi yang layak di Indonesia.
