Abstract

This article examines the legal and constitutional implications of raising the “One Piece” flag during Indonesia’s 80th Independence Day celebrations from a public order law and human rights perspective. The controversy arose when government authorities threatened criminal sanctions under Article 24(1) of Law No. 24/2009 on the National Flag, Language, Emblem, and Anthem, alleging that the display of a fictional pirate emblem alongside the national flag constituted desecration. The study identifies tensions between state interests in preserving national symbols and citizens’ rights to freedom of expression under Articles 28E(3) and 28F of the 1945 Constitution, constrained by limitation clauses in Article 28J(2). Employing doctrinal and comparative methods, the research analyzes statutory provisions, Constitutional Court precedents, and international benchmarks from the United States and Germany to evaluate the proportionality and necessity of criminal enforcement measures. Findings reveal that Law No. 24/2009’s text focuses on protecting the national flag itself and does not explicitly proscribe the peaceful display of alternative symbols that respect the flag’s dignity. The government’s prosecutorial threat thus appears inconsistent with the principles of nullum crimen sine lege and disproportionate under international human rights norms, including Article 19(3) of the ICCPR. The article concludes that non‐criminal alternatives such as public education campaigns and legislative clarification incorporating mandatory proportionality tests would better reconcile national unity objectives with constitutional liberties. These recommendations aim to guide future legislative reform and judicial interpretation, ensuring that symbolic political expression remains protected within Indonesia’s democratic framework.

Abstract

This community service research focuses on addressing the dual literacy gap basic and digital through an integrated intervention in Sukoharum Village, Adiluwih Subdistrict, Pringsewu Regency, Lampung. Despite possessing significant socio-economic potential, the village faces limited access to formal education and digital skills. The Community Service Program (KKN) was conducted from August 1–31, 2025, employing the Community-Based Participatory Research (CBPR) approach through stages of social mapping, participatory planning, implementation, and mentoring. Core activities included the establishment of a “Reading Corner” for children, Microsoft Word training, and digital marketing outreach for youth and Islamic boarding school students. Evaluation was carried out using quantitative participation data and qualitative observations of behavioral changes. The findings indicate enhanced reading interest among children, improved document processing skills among youth, and a greater understanding of local product marketing strategies through social media. The synergy of basic and digital literacy has shaped a sustainable empowerment model, reinforcing human resource capacity as the foundation for the village’s socio-economic development.

Abstract

This study analyzes the deep learning revolution in transforming Indonesia's education system toward the digital era 2025. Through a systematic literature review using Scopus database covering 2015-2025, this research identifies semantic ambiguity surrounding "deep learning" which refers to pedagogical dimensions (meaningful, mindful, and joyful learning) and technological dimensions (AI-powered deep learning). Findings reveal that synergizing both concepts can accelerate the achievement of Merdeka Belajar policy objectives through learning personalization, adaptive assessment, and enhanced educational accessibility. However, implementation faces critical barriers including digital infrastructure gaps, low teacher digital literacy, and absence of comprehensive policy frameworks. The study recommends an integrated strategic framework encompassing national AI-education roadmap formulation, equitable infrastructure investment, continuous educator capacity development, and multi-stakeholder collaboration to realize effective and inclusive educational transformation.
