Abstract

Background. Economic changes in the nagari (traditional village) are driving a shift in land use toward more profitable enterprises. In Tanjung Raya District, Agam Regency, many rice paddies have been converted into fish farming due to economic factors and the year-round availability of water. However, this land conversion brings socio-economic impacts, including both increased income and new business opportunities, as well as the reduction of productive rice fields, which can affect food production and the social life of the village. Purpose. This study aims to analyze the factors driving the community of Tanjung Raya District, Agam Regency, to convert rice farming land into fish farming businesses, as well as to examine the socio-economic impacts of the conversion. Method. The method used is a qualitative approach with data collection techniques through in-depth interviews and observation. Informants were selected using purposive sampling, namely farmers who have converted their land and local community leaders Results. The results show that the main factors driving land conversion are economic factors and natural conditions, particularly the abundant year-round water availability. The positive impacts of land conversion can be seen in increased community income, the growth of new businesses in the fisheries sector, and the rising interest of young people in entrepreneurship. However, negative impacts also exist, including the reduction of productive rice fields, decreased rice production, declining income for supporting agricultural businesses, limited employment opportunities for farm laborers, and the weakening of the community's mutual cooperation (gotong royong) social ties.. Conclusion. The conversion of rice farming land into fish farming provides greater financial profit guarantees. This change has a positive impact on household welfare, business opportunities, and local economic activity, but also brings negative consequences in the form of reduced productive rice fields and decreased local rice production. This has the potential to trigger social conflict due to competition over water. These findings can serve as input for stakeholders in formulating policies so that this process can proceed properly

Abstract

This study aims to analyze the practice of mukhabarah in agricultural cooperation and to assess its conformity with the principles of fiqh muʿāmalah and Islamic economic justice. The research employs a qualitative approach with a descriptive-analytical design. Data were collected through fourteen in-depth interviews with tenant farmers, landowners, and community leaders, and were supported by field observations and literature review. Data analysis was conducted using the interactive analysis model of Miles and Huberman, which includes data reduction, data display, and conclusion drawing. The findings indicate that mukhabarah practices in the field are generally carried out informally without written contracts, with profit-sharing mechanisms that are not clearly agreed upon from the outset and risk-sharing arrangements that tend to place a disproportionate burden on tenant farmers. This condition reflects a gap between the normative concept of mukhabarah in fiqh muʿāmalah and the empirical realities of agricultural practices. From the perspective of Islamic economic justice and maqāṣid al-sharīʿah, mukhabarah practices have not yet fully functioned as instruments for economic protection and empowerment of tenant farmers. This study underscores the importance of a contextual approach in evaluating sharia-based contracts, so that they are not only formally valid but also substantively just

Abstract

The management of zakat, infaq, and alms (ZIS) by the State Civil Apparatus (ASN) plays an important role in regional socio-economic development, but its implementation often faces structural and administrative challenges. This study analyzes the implementation of Presidential Instruction Number 3 of 2014 by the Bukittinggi City Government in the collection of ZIS for ASN. The method used is qualitative with a case study at BAZNAS Bukittinggi City, involving BAZNAS administrators, regional officials, and ASN as informants. Data were obtained through interviews, observations, and document analysis, such as ZIS reports and regional regulations. The analysis was carried out using the Miles & Huberman model, through data reduction, presentation, and drawing conclusions, with data validity strengthened by triangulation. The results show that policy implementation has been carried out through payroll mechanisms and regulatory support, but its effectiveness is limited by uneven socialization, ASN resistance to automatic deductions, differences in treatment between OPDs regarding TPP deductions, and limited BAZNAS human resources. There is a picture between the potential for ASN ZIS reaching ± Rp. 12 billion per year and the realization of only around Rp. 2.55 billion. Therefore, policy implementation remains suboptimal and requires greater institutional capacity, regulatory harmonization, and civil servant zakat literacy.
