Abstract

Bureaucratic reform positions the management of civil servant human resources (ASN) as a strategic instrument in achieving a professional, effective, and performance-oriented bureaucracy. This study aims to evaluate policies on ASN human resource management in supporting bureaucratic reform at the Regional Personnel and Human Resources Development Agency (BKPSDM) of Mahakam Ulu Regency. The study employs a qualitative approach with a descriptive-evaluative design. Research subjects were selected purposively, including leaders and personnel involved in staffing management. Data were collected through in-depth interviews and document analysis, such as regulations, personnel documents, Employee Performance Targets (SKP), and bureaucratic reform reports. Data analysis used William N. Dunn’s policy evaluation framework, which includes effectiveness, efficiency, adequacy, equity, responsiveness, and appropriateness. The results indicate that policies have been implemented in accordance with regulations and have maintained administrative functions. However, they have not been fully effective in improving individual and organizational performance. Implementation remains procedurally oriented, while competency development has not been fully based on organizational needs. These findings highlight that policy success should be measured by its impact on performance and the achievement of bureaucratic reform goals.

Abstract

Flooding is an urban problem that is not solely related to the capacity of drainage systems and rivers, but is also associated with spatial planning, changes in land use, institutional capacity, community participation, and policy consistency over the long term. Bontang City faces these challenges in the context of an industrial and coastal city characterized by local flooding, upstream flooding, and tidal flooding. This study aims to analyze the formulation and implementation of flood management policies in Bontang City from a sustainability perspective. The study employs a qualitative approach through document analysis of local regulations, development planning documents, technical planning documents, and relevant scientific literature. Policy formulation is analyzed based on the development of problem identification, objectives, instruments, actors, and policy orientation, while implementation is analyzed through policy standards and objectives, resources, interagency communication, characteristics of implementing organizations, implementers’ dispositions, and the social and political environment. The analysis shows that flood management policies in Bontang City have undergone institutional strengthening, from the preparation of academic papers and policy drafts to the enactment of Bontang City Regional Regulation Number 7 of 2024 on Flood Disaster Mitigation. Empirically, the flood-affected area in 2024 was recorded at 106.85 hectares, representing a 79.74% decrease compared with 2020. This decline indicates progress in policy implementation, particularly through river normalization, drainage development and rehabilitation, and the construction of flood control infrastructure. However, the policy orientation needs to be further strengthened so that it does not remain limited to a structural approach. Sustainable flood management requires integration of gray infrastructure, area conservation, risk-based spatial planning, long-term financing, cross-sectoral coordination, and community participation. This study emphasizes that the existence of regulations does not necessarily indicate the achievement of sustainable flood governance; policy effectiveness is largely determined by the government’s ability to integrate policy formulation with implementation capacity and collaborative governance

Abstract

Community participation takes part in implementing policies to handle COVID-19. This study aims to describe and analyze the dimensions of community participation and the role of the local government in controlling the spread of COVID-19 based on Cohen and Uphoff's Perspective of community participation.  The research has taken place in Mahakam Ulu Regency, East Kalimantan Province, Indonesia. The data was collected based on the performance of the regional COVID-19 response policies and how the community engages in supporting policy implementation through various forms of participation in decision making, implementation, benefits, and evaluation. Data Collection was obtained qualitatively by observing, interviewing, and investigating sources. The primary data was obtained from 7 informants who represent this research.  The result showed that community participation is directive where the local government has powering up in implementing the COVID-19 policies. Besides the traditional commitments of indigenous people, local governments have full support and trust because the government placed the community as the center of the project and actively engaged in overcoming the outbreak.
