Abstract

This study aims to reconstruct the concept of welfare through the integration of the capability approach developed by Amartya Sen and insights from Behavioral Economics. The background of this research lies in the limitations of the utilitarian framework in conventional economics, which tends to measure welfare based on consumption and utility while neglecting the dimensions of freedom and human capabilities. This study employs a qualitative method using a library research design, with philosophical and conceptual approaches. The findings indicate that individual economic behavior is not fully rational but is influenced by cognitive biases, emotions, and social structures, implying that consumption does not necessarily reflect true welfare. On the other hand, the capability approach emphasizes that welfare should be understood in terms of individuals’ real opportunities to achieve valuable ways of living. The integration of these two perspectives provides a more comprehensive analytical framework that not only explains how individuals behave but also normatively evaluates the quality of life. This study concludes that welfare should be reoriented from a utility-based perspective toward a multidimensional capability-based approach, highlighting the importance of strengthening individual capacities in navigating the complexity of choices in the modern era. Abstrak Penelitian ini bertujuan untuk merekonstruksi konsep kesejahteraan melalui integrasi capability approach yang dikembangkan oleh Amartya Sen dengan perspektif Ekonomi Perilaku. Latar belakang penelitian ini didasarkan pada keterbatasan pendekatan utilitarian dalam ekonomi konvensional yang cenderung mengukur kesejahteraan melalui indikator konsumsi dan utilitas, tanpa mempertimbangkan dimensi kebebasan dan kemampuan individu. Penelitian ini menggunakan metode kualitatif dengan jenis penelitian kepustakaan (library research), serta pendekatan filosofis dan konseptual. Hasil penelitian menunjukkan bahwa perilaku ekonomi individu tidak sepenuhnya rasional, melainkan dipengaruhi oleh bias kognitif, emosi, dan struktur sosial, sehingga konsumsi tidak selalu mencerminkan kesejahteraan yang sesungguhnya. Di sisi lain, capability approach menegaskan bahwa kesejahteraan harus dipahami sebagai kemampuan nyata individu untuk menjalani kehidupan yang bernilai. Integrasi kedua pendekatan ini menghasilkan kerangka analisis yang lebih komprehensif, yang tidak hanya menjelaskan bagaimana individu bertindak, tetapi juga menilai kualitas hidup secara normatif. Penelitian ini menyimpulkan bahwa kesejahteraan perlu direorientasi dari pendekatan berbasis utilitas menuju pendekatan berbasis kapabilitas yang lebih multidimensional, serta menekankan pentingnya penguatan kapasitas individu dalam menghadapi kompleksitas pilihan di era modern.

Abstract

Budget planning is a financial management process aimed at achieving efficiency in supporting village development while maintaining transparency and accountability. However, several issues affect changes in village budget plans and their implementation. This study aims to identify problems in managing the Village Revenue and Expenditure Budget (APBDes) by considering transparency and accountability in Berbek Village and analyzing how village officials address these problems, particularly in the 2023 planning and 2024 implementation. The study uses a descriptive qualitative approach through interviews, observation, and documentation. Respondents’ opinions were presented as expressed and analyzed to explain the reasons behind their actions. Data analysis was conducted through collection, reduction, presentation, and conclusion stages. The results show that APBDes preparation in Berbek Village meets transparency and accountability principles, as evidenced by APBDes banner documentation and clear accountability reports. Four main problems were found, namely that priority was given to urgent programs when the budget was limited, funding shortfalls were covered by emergency funds recorded in the Revised Budget (PAK), unplanned budget needs were financed from emergency or specific allocation funds, and delays in central government disbursement were addressed with temporary funding from Village Original Income (PADes).

Abstract

This study aims to analyze the effect of self-efficacy, outcome expectations, and career interests on the work readiness of students in the Office Administration Education Study Program. This research employed a quantitative approach with a causal design. The population consisted of 123 students from the 2023 cohort, with a minimum sample of 94 respondents determined using the Slovin formula and proportionate stratified random sampling technique. Data were collected from 107 respondents through a Likert-scale questionnaire. Data analysis was conducted using multiple linear regression with IBM SPSS Statistics version 26. The results showed that self-efficacy, outcome expectations, and career interests had a positive and significant effect on students’ work readiness, both partially and simultaneously. Among the three variables, outcome expectations emerged as the most dominant factor influencing students’ work readiness. These findings indicate that expectations regarding career outcomes play an important role in encouraging students to better prepare for entering the workforce. The novelty of this study lies in examining the three variables in an integrated model within the context of Office Administration Education students, which has been relatively limited in previous studies. This study contributes to the development of work readiness research and provides a basis for designing learning strategies and career guidance programs in higher education.
