Abstract

The development of global and national tourism faces serious challenges related to environmental degradation due to unsustainable mass tourism practices. This study aims to analyze the strategic contribution of environmental education to the development of sustainable and responsible tourism in Indonesia. The research uses a qualitative approach with a systematic literature review method, based on the perspective of environmental sociology and critical education. The data sources consist of scientific journal articles, academic books, policy reports, as well as relevant case studies, collected through databases such as Scopus, Google Scholar, and DOAJ. The data collection technique is carried out through thematic tracing, while the data analysis is carried out interpretively with a thematic approach. The results of the study show that environmental education is able to increase ecological awareness, form ethical tourism behavior, and strengthen the conservation of local natural resources and culture. Implementation challenges include limited resources, resistance from industry players, and lack of policy support. However, community-based and participatory educational approaches have proven effective in a number of tourist destinations. The conclusions of this study affirm the importance of integrating environmental education in tourism management policies, curricula, and practices to support more equitable, inclusive, and sustainable development.

Abstract

Global geopolitical crises  including armed conflicts, pandemic shocks, economic sanctions, and climate disasters  have exposed the structural fragility of tourism destination systems that evolved under conditions of relative stability. Leiper's (1979) foundational Tourism System model, while theoretically elegant in characterising the generating-transit-destination triad, was not designed to account for the cascading, non-linear disruptions that characterise the contemporary high-volatility environment. This study extends Leiper's framework by integrating a resilience layer  comprising adaptive governance capacity, system interconnection redundancy, and destination absorptive capacity  and empirically tests this extended model across six tourism destination clusters in North Sumatra Province, Indonesia. Drawing on a mixed-methods design (structured expert Delphi survey, n=48; stakeholder interviews, n=32; field observation), the study maps geopolitical vulnerability profiles and resilience trajectories for each cluster. Results reveal that destinations with higher adaptive governance capacity (notably the Samosir UNESCO Geopark cluster) demonstrate significantly stronger resilience trajectories post-crisis, while coastal clusters with low governance capacity show slow, incomplete recovery patterns. The Destination Resilience Index (DRI) developed in this study provides a replicable diagnostic and monitoring instrument for regional tourism governance bodies operating under conditions of chronic geopolitical uncertainty. The empirical analysis draws on data and literature current to 2026, reflecting the most recent developments in geopolitical volatility and destination resilience scholarship.

Abstract

Stakeholder engagement remains a key issue in sustainable tourism planning, especially in regional tourism contexts where meaningful participation is often limited by fragmented governance structures. This study synthesises Freeman’s stakeholder theory and Bramwell’s tourism governance framework to develop an integrated model of collaborative planning for heritage and coastal tourism destinations in North Sumatra Province. The study used a mixed-methods design involving structured surveys with 312 respondents, interviews with 28 key informants, and systematic field observations across six tourism destination clusters. The analysis mapped stakeholder influence-interest profiles, identified governance fragmentation, and examined the conditions that support collaborative planning in improving destination sustainability. The findings show that government-dominated governance, low power equality, and weak trust reciprocity tend to exclude local communities, traditional leaders, and civil society actors from strategic planning. This study develops a five-phase collaborative governance process model as an institutional design for sustainable tourism governance reform in North Sumatra. The model also offers relevance for other regional tourism systems in developing countries facing bureaucratic concentration and community marginalisation.
