Abstract

The tourism sector plays an important role in regional development, including in Kendal Regency, where Curug Sewu serves as a leading natural tourism icon with significant potential, characterized by its multi-tiered waterfall and scenic natural landscape. However, its development has not been fully optimized due to limitations in facilities, accessibility, digital promotion, and management. This study aims to analyze the development of Curug Sewu based on the 4A dimensions (attraction, accessibility, amenities, and ancillary) and to identify the internal and external factors influencing its development. The research employs a descriptive qualitative approach through observation, interviews, and documentation. The findings indicate that the main attraction lies in its natural beauty, yet improvements are needed in accessibility, facility quality, and promotional strategies. Internal factors include tourism potential, human resources, infrastructure, management, and budget constraints, while external factors involve government policies, community participation, technological development, and stakeholder roles. Strengthening destination management, improving facilities, and optimizing digital promotion are necessary to achieve sustainable and competitive tourism development at Curug Sewu.

Abstract

This research is motivated by the development of the Rempang Eco-City Transmigration Area as part of the National Strategic Project (PSN). The program has generated social dynamics related to transmigrant community participation in development and relocation processes. The area development aims to increase economic growth and investment. However, community involvement is essential to ensure policy legitimacy and sustainability. This study aims to analyze community participation in the development of the transmigration area and to identify the supporting and inhibiting factors. The research employs a descriptive qualitative method. Data were collected through in-depth interviews, observation, documentation, and literature review. The informants consist of BP Batam, the Rempang Eco-City Transmigration Area Development Working Unit, community leaders, local transmigrant fishermen, transmigrant residents, and academics. Data were analyzed through data reduction, data display, and verification using triangulation techniques. The results show that community participation remains dominant at the levels of information and consultation. Participation at the stages of deciding together, acting together, and supporting community is not yet optimal. Supporting factors include community willingness, capacity, and opportunity to participate. Inhibiting factors include stakeholder dominance, limited educational background, differences in age and gender, and livelihoods affected by relocation. This study concludes that more inclusive and collaborative participation mechanisms are needed. Transmigrant communities should become subjects of development rather than merely objects of policy.

Abstract

Melung Tourism Village is one of the tourism villages in Banyumas Regency that has considerable potential for nature, education, and cultural tourism. The development of this tourism village is directed through a community empowerment approach to improve the welfare of residents in a sustainable manner. However, its implementation has not been fully optimal. The problems faced include low community participation, limited human resources, and weak local institutional capacity. These conditions indicate a gap between the potential of the tourism village and the implementation of community empowerment in the field. This study aims to describe and analyze the stages of community empowerment in the development of Melung Tourism Village, as well as to identify the driving and inhibiting factors. This study uses a descriptive qualitative method with data collection techniques through interviews, observation, and documentation. The results show that community empowerment has been carried out through the stages of awareness, capacity building, and empowerment, but has not been optimal. The driving factors include natural resource potential, village institutional support, and policies, while the inhibiting factors include budget constraints, uneven human resource quality, limited facilities and infrastructure, and institutional capacity that is not yet independent. This study concludes that strengthening community and institutional capacity is key to the sustainability of Melung Tourism Village development.
