Abstract

The tourism sector plays an important role in regional development, including in Kendal Regency, where Curug Sewu serves as a leading natural tourism icon with significant potential, characterized by its multi-tiered waterfall and scenic natural landscape. However, its development has not been fully optimized due to limitations in facilities, accessibility, digital promotion, and management. This study aims to analyze the development of Curug Sewu based on the 4A dimensions (attraction, accessibility, amenities, and ancillary) and to identify the internal and external factors influencing its development. The research employs a descriptive qualitative approach through observation, interviews, and documentation. The findings indicate that the main attraction lies in its natural beauty, yet improvements are needed in accessibility, facility quality, and promotional strategies. Internal factors include tourism potential, human resources, infrastructure, management, and budget constraints, while external factors involve government policies, community participation, technological development, and stakeholder roles. Strengthening destination management, improving facilities, and optimizing digital promotion are necessary to achieve sustainable and competitive tourism development at Curug Sewu.

Abstract

This research is motivated by the development of the Rempang Eco-City Transmigration Area as part of the National Strategic Project (PSN). The program has generated social dynamics related to transmigrant community participation in development and relocation processes. The area development aims to increase economic growth and investment. However, community involvement is essential to ensure policy legitimacy and sustainability. This study aims to analyze community participation in the development of the transmigration area and to identify the supporting and inhibiting factors. The research employs a descriptive qualitative method. Data were collected through in-depth interviews, observation, documentation, and literature review. The informants consist of BP Batam, the Rempang Eco-City Transmigration Area Development Working Unit, community leaders, local transmigrant fishermen, transmigrant residents, and academics. Data were analyzed through data reduction, data display, and verification using triangulation techniques. The results show that community participation remains dominant at the levels of information and consultation. Participation at the stages of deciding together, acting together, and supporting community is not yet optimal. Supporting factors include community willingness, capacity, and opportunity to participate. Inhibiting factors include stakeholder dominance, limited educational background, differences in age and gender, and livelihoods affected by relocation. This study concludes that more inclusive and collaborative participation mechanisms are needed. Transmigrant communities should become subjects of development rather than merely objects of policy.

Abstract

Melung Tourism Village is one of the tourism villages in Banyumas Regency that has considerable potential for nature, education, and cultural tourism. The development of this tourism village is directed through a community empowerment approach to improve the welfare of residents in a sustainable manner. However, its implementation has not been fully optimal. The problems faced include low community participation, limited human resources, and weak local institutional capacity. These conditions indicate a gap between the potential of the tourism village and the implementation of community empowerment in the field. This study aims to describe and analyze the stages of community empowerment in the development of Melung Tourism Village, as well as to identify the driving and inhibiting factors. This study uses a descriptive qualitative method with data collection techniques through interviews, observation, and documentation. The results show that community empowerment has been carried out through the stages of awareness, capacity building, and empowerment, but has not been optimal. The driving factors include natural resource potential, village institutional support, and policies, while the inhibiting factors include budget constraints, uneven human resource quality, limited facilities and infrastructure, and institutional capacity that is not yet independent. This study concludes that strengthening community and institutional capacity is key to the sustainability of Melung Tourism Village development.

Abstract

Health services are an important form of public service in improving the welfare of the community. Community health centers (Puskesmas) as primary health facilities are expected to be able to provide quality services to the community. This study aims to analyze the quality of services at the Cempaka Putih Community Health Center, Central Jakarta, based on the perceptions of the community. This study uses a quantitative approach with a survey method by distributing questionnaires to 88 respondents who are users of Puskesmas services. Service quality is measured using the five dimensions of SERVQUAL, namely tangibles, reliability, responsiveness, assurance, and empathy with the SERVPERF approach. The results show that the dimensions of assurance and empathy have a positive and significant effect on service quality. Meanwhile, the dimensions of tangibles, reliability, and responsiveness did not show a significant effect. This indicates that the competence of health workers, a sense of security, and the attention of staff are important factors in improving service quality at the Puskesmas.

Abstract

Narcotics abuse in Indonesia remains a serious issue that requires comprehensive handling, one of which is through rehabilitation policies as regulated in Law Number 35 of 2009 concerning Narcotics. This study aims to analyze the implementation of Article 54 and Article 103 of Law Number 35 of 2009 in the management of narcotics rehabilitation clients through compulsory and voluntary paths at the National Narcotics Board (BNNK) of South Jakarta, as well as to identify the supporting and inhibiting factors in its implementation. This research employs a qualitative method with a descriptive approach. Data collection techniques were conducted through in-depth interviews and observations with informants consisting of the Head of the Rehabilitation Section, rehabilitation counselors, the Head of the Rehabilitation Clinic, and rehabilitation clients at BNNK South Jakarta. The research analysis utilizes George C. Edward III's policy implementation theory, which includes communication, resources, disposition, and bureaucratic structure. The results indicate that the implementation of narcotics rehabilitation at BNNK South Jakarta has been carried out in accordance with the provisions of Law Number 35 of 2009 through both compulsory and voluntary paths. However, its implementation has not been fully optimal. The main obstacles include limited human resources and low levels of recovery motivation among compulsory path clients. Meanwhile, the supporting factors for the implementation of rehabilitation include the existence of clear regulations, the high commitment of rehabilitation officers in providing services, and well-established inter-institutional coordination.

Abstract

Drug abuse remains a serious problem that requires comprehensive handling through prevention, law enforcement, and rehabilitation. One of the government’s efforts is providing outpatient rehabilitation services through the National Narcotics Agency (BNN). From a public administration perspective, rehabilitation services are considered a form of public service that requires proper management to ensure service objectives are achieved. However, the implementation of outpatient rehabilitation services at the National Narcotics Agency of South Jakarta still faces several challenges, such as the imbalance between service capacity and the number of clients, as well as the low completion rate of rehabilitation programs. This study aims to analyze the management of outpatient rehabilitation services at the National Narcotics Agency of South Jakarta and to identify the factors supporting the implementation of service management. This research uses a descriptive qualitative method with data collection techniques including interviews, observation, documentation, and literature study. The research informants consist of the head of the rehabilitation division, the head of the rehabilitation clinic, rehabilitation counselors, and rehabilitation clients. The results show that the management of outpatient rehabilitation services has referred to the applicable public service standards. However, its implementation has not been fully optimal due to the limited number of service personnel compared to the number of clients served and the characteristics of productive-age clients who have high mobility. In addition, supporting factors of service management include human resources, service systems, and organizational culture that influence the continuity of outpatient rehabilitation services.

Abstract

Community empowerment in the Paguyuban Mitra Nelayan Sejahtera Juwana is an effort to accommodate fishermen who own purse seine vessels with a gross tonnage (GT) of more than 30. This study aims to analyse the empowerment of coastal communities, particularly fishermen who own purse seine vessels in the Paguyuban Mitra Nelayan Sejahtera Juwana, Kabupaten Pati. This study uses a qualitative descriptive method. The data sources in this study were obtained from interviews, observations, and documentation. The informant selection technique was carried out using purposive sampling. Data analysis was conducted using the empowerment theory perspective. The results of the study show that the empowerment of fishermen who own boats in the Paguyuban Mitra Nelayan Sejahtera Juwana has gone through three stages, including raising awareness among the fishing community of the problems or threats they face, enhancing the capacity of individual fishermen and fishing groups through discussion, education, knowledge transfer, and strengthening communication for policy advocacy that supports the sustainability of the fishing business, as well as increasing the empowerment of members in political, economic, and social aspects. The driving factors in the empowerment at the Paguyuban Mitra Nelayan Sejahtera Juwana are the motivation of members to join, the availability of sufficient funds from member contributions to cover operational costs, and the availability of adequate facilities and infrastructure. Meanwhile, the factors hindering empowerment activities are government policies in the form of laws, regulations, and directives from the central government that are not adaptive to the real conditions of fishermen who own boats.

Abstract

Follow-up on Supervision Results (TLHP) is an important process included in the series of supervision processes where recommendations for improvement on audit findings are followed up and implemented. The completion of TLHP by the Central Java Provincial Inspectorate has not yet met the target set by the Central Java Provincial Inspectorate of 85% in several years and the process of completing the TLHP exceeds 60 days in accordance with Governor Regulation No. 14 of 2021 concerning the Handling of Follow-Up on Audit Findings in the Central Java Provincial Government. This study aims to identify and analyze the factors that contribute to organizational performance in the completion of TLHP by the Central Java Provincial Inspectorate. The study is based on the theory of organizational performance factors to identify factors that contribute to organizational performance. This study is a descriptive qualitative study. The data sources in this study were obtained through interviews and documentation. Informants were selected using purposive and snowball sampling techniques. The results of the study indicate that there are factors that contribute to encouraging and inhibiting organizational performance, which have an impact on the effectiveness of the completion of TLHP by the Central Java Provincial Inspectorate. The factors that contribute to encouragement are organizational structure, management policies, and facilities and infrastructure, while the factors that contribute to inhibition are human resources, management information systems, workload, and the complexity of recommendations.

Abstract

The batik industry is part of Indonesia's cultural heritage, possessing economic and social value for the community. However, the Rejomulyo Batik Village in Semarang City faces a year-over year decline in the number of artisans, threatening the sustainability of the local batik business. This situation highlights the importance of community empowerment involving collaborative efforts between the government and artisan communities. This study aims to analyze empowerment of the batik artisan in the Rejomulyo Batik Village in Semarang and to identify supporting and inhibiting factors. Informants were selected using purposive sampling. The results indicate that empowerment is carried out through batik training, production facilitation, business mentoring, and promotional support. This empowerment contributes to improving artisan skills and strengthening the existence of the Rejomulyo Batik Village as a batik center. However, these efforts have not been fully able to prevent the decline in artisan numbers. Supporting factors include training programs and the potential of Semarang's distinctive batik, while inhibiting factors include budget constraints and weak coordination between the actors involved.

Abstract

This Study aims to analyze the user satisfaction of the SRIKANDI application at Secretariat General Regional Representative Council at Secretariat General of the Regional Representative Council Republic of Indonesia. The implementation of the SRIKANDI application is part of the government's effort to support digital archive management and improve administrative efficiency in public institutions. During the adaptation of the application still needs to be improved from several aspects. This Research applies quantitative approach using the End User Computing Satisfaction (EUCS) model. The data were collected through an online questionnaire from 85 respondents and analyzed using PLS-SEM. The analysis result show that three variables, which content, Format, and Timeliness are influences the user satisfaction of the SRIKANDI application. Meanwhile, the variables of accuracy and ease of use do not show a significant influence on user satisfaction. These findings of the study suggest and recommend to improving the the quality of documents uploaded to be more organized and properly managed by classified, improving the interface of the application, upgrade the server capacity and conducting regular system maintenance.
