Abstract

The high prevalence of stunting in Galur Village, Johar Baru District, Central Jakarta, is one of the backgrounds for the presence of the Jakarta Child Card Program (KAJ) as a social assistance policy of the DKI Jakarta Provincial Government aimed at children aged 0-6 years from underprivileged families to meet basic needs and improve children's welfare. The problem of this study is the still high prevalence of stunting and the decrease in the number of KAJ recipients in Johar Baru District, especially in Galur Village, which is not comparable to the socio-economic conditions of the local community. This study aims to analyze the suitability of the implementation of the Jakarta Child Card Program, as well as identify the driving and inhibiting factors in its implementation towards improving child welfare. The methods used are a descriptive qualitative approach with data collection techniques through interviews, observations, and documentation, as well as purposive informant selection and snowball sampling with validity tests through source triangulation. The results of the study show that the implementation of the program has been carried out according to procedures and provides benefits in helping to meet the nutritional and health needs of children, but it has not been appropriate due to policy shifts in the transition to data collection that are still in the process of improving features and the intimeliness of KAJ users in taking cards. In addition, factors were found that hindered the implementation of the KAJ program, namely uneven socialization constraints, and limited social assistance staff in Galur Village. The conclusion of this study emphasizes that the implementation of the Jakarta Children's Card Program contributes to children's welfare, but requires a more integrated data collection strategy, timely card collection, increased socialization, and an increase in the number of social assistance staff to be more sustainable.

Abstract

The development and management of Jumog Nature Tourism still experience problems such as suboptimal BUMDes governance, limited involvement of tourism actors in decision making. This study aims to examine the role of stakeholders in the development of Jumog Nature Tourism in Berjo Village, Ngargoyoso District, Karanganyar Regency, using five dimensions of stakeholder roles, namely policy creator, coordinator, facilitator, implementor, and accelerator. The research method used is descriptive qualitative with data collection techniques through interviews, observations, and documentation of the Berjo Village Government, BUMDes Alam Berjo, Disparpora Karanganyar Regency, BENTUR Community, Business Actors, and also the community involved in tourism management. The results of the study indicate that the role of stakeholders in the development of Jumog Nature Tourism has been carried out collaboratively, but not yet fully optimal, seen from the five dimensions, namely policy creators who still experience obstacles in the form of unclear results of the formulated policies, then coordinators who show that there is still miscommunication and also lack of community involvement in communication, the role of facilitator actors who are lacking in providing support to target groups such as, lack of structured training, the role of implementor actors who are still overlapping and also the role of accelerators who are still lacking in providing encouragement to tourist destinations. Overall, the role of stakeholders in the development of Jumog Nature Tourism has a positive impact on the village but is still not optimal, this can be seen from the obstacles still faced by each stakeholder.

Abstract

Digital transformation in public services encourages local governments to introduce technology-based service innovations to improve the quality of service to the public. The Kendal Regency Government developed the "Pak Dalman" population administration service application to facilitate the public in processing population documents online. However, in its implementation, various complaints were still found from users regarding the quality of the system and the quality of the information available in the application. This condition can affect the level of public satisfaction as service users. This study aims to analyze the effect of system quality (X1) and information quality (X2) on user satisfaction (Y) of the Pak Dalman application in Kendal Regency. This research method uses a quantitative approach with an explanatory research type. The research sample was determined by the Slovin formula of 100 users, using purposive sampling techniques and a Likert scale for data collection. Data were collected by distributing questionnaires to respondents and analyzed using descriptive statistical analysis and multiple linear regression analysis. Hypothesis testing used a partial t-test, a simultaneous F-test, and a coefficient of determination analysis. The results showed that system quality and information quality had a positive and significant effect on user satisfaction, both partially and simultaneously. System quality and information quality significantly influence user satisfaction with the Pak Dalman application by 83.4% based on the coefficient of determination test. These results indicate that the better the quality of the system and information provided, the higher the level of user satisfaction. Based on the research findings, it is recommended to improve the reliability of the system quality and to supplement and clarify the information available in the Pak Dalman application to optimize population administration services and increase public satisfaction.

Abstract

The low utilization of dental health services despite the high prevalence of oral health problems indicates a substantial gap between healthcare needs and service use. In the working area of UPTD Puskesmas Miroto, this gap is evident in the large number of potential targets among playgroup and kindergarten (PG–TK) children, which is not reflected in the relatively low number of dental clinic visits. In response to this issue, the PARIKESIT Program (Health Tourism Program of Miroto Community Health Center) was introduced as an innovation based on the Decree of the Head of the Semarang City Health Office No. 440/0183/A concerning the establishment of innovation programs at UPTD Puskesmas Miroto to optimize schoolchildren’s health efforts. This study aims to analyze the effectiveness of the PARIKESIT Program (Health Tourism Program of Miroto Community Health Center), as well as to identify the driving and inhibiting factors affecting the program’s effectiveness in increasing the number of playgroup kindergarten (PG-TK) children's visits to the dental clinic at the Miroto Community Health Center. This study employs a descriptive qualitative approach, with data collected through interviews, observations, and documentation. Informants were selected using purposive sampling, while data quality was ensured through source triangulation. The results indicate that the effectiveness of the PARIKESIT Program innovation in increasing the number of PG TK children's visits at the Miroto Community Health Center is categorized as less effective. Although there has been a consistent annual increase in visits from PG-TK children and a growing number of young patients who continued treatment after their first visit to the dental clinic following the program’s implementation, several aspects remain suboptimal. In practice, the integration aspect has not been implemented effectively, and the frequency of program implementation remains very limited. Other inhibiting factors include limited human resources and the absence of a dedicated budget allocation for the program.

Abstract

Transparency of public information and government responsiveness are important principles in realizing responsive governance. This study focuses on the public information request and complaint services organized by the Information and Documentation Management Officer (PPID) at the Central Java Provincial Transportation Department. Through these services, the government can identify public needs, questions, and complaints, so the ability to respond to services is an important aspect in assessing responsive government practices. However, in practice, there is still a gap between the initial response to complaints and the follow-up to their resolution. This study aims to analyze the responsiveness of public information request and complaint services at the PPID of the Central Java Provincial Transportation Department and identify factors that influence it from a responsive governance perspective. The research approach used is descriptive qualitative, with data collected through in-depth interviews, direct observation, and documentation studies. The results of the study are expected to provide an overview of the level of responsiveness of public information and complaint services at the PPID of the Central Java Provincial Transportation Department and serve as recommendations for improving the quality of public information services and follow-up to handling public complaints.

Abstract

Fulfillment of employment is a very important socio-economic problem, especially for people with disabilities. The Semarang City Government, through the Employment Disability Services Unit, in its implementation experiences complexity in the absorption of disabled workers, where the number of disabled people of productive age is not proportional to the level of job placement, indicating problems in the performance of the Employment Disability Services Unit (ULD). This study aims to analyze the performance of the Semarang City Employment Disability Services Unit in increasing the absorption of disabled workers and identify factors that influence its implementation. The theoretical study uses the concept of public sector organizational performance from Agus Dwiyanto which includes productivity, service quality, and responsiveness, as well as the theory of factors that influence organizational performance according to Soesilo (2014), namely organizational structure, management policies, human resources, management information systems, and facilities and infrastructure. This study uses a qualitative approach with descriptive methods with data collection techniques through interviews, observation, and documentation. Data analysis is carried out through data collection, data condensation, data presentation, conclusions, and data verification with source triangulation. The research results indicate that the performance of the Employment Unit (ULD) is suboptimal, particularly in terms of productivity, service quality, and responsiveness due to limited human resources, an unintegrated information system, and a lack of strategic partnerships with the business sector. Strengthening the performance of the Semarang City Disability Services Unit (ULD) for Employment is essential by increasing the productivity of its job placement program, improving the quality of inclusive services, and enhancing the organization's responsiveness to the needs of people with disabilities. Furthermore, strengthening organizational factors and strategic collaboration with the business sector are crucial steps in encouraging increased employment of people with disabilities in Semarang.

Abstract

This study aims to evaluate the implementation of the Gumregah Tofu and Tempeh Thematic Village Program in Neighborhood Association (RW) 7, Lamper Tengah Village, Semarang City, using William N. Dunn's six policy evaluation criteria: effectiveness, efficiency, adequacy, equity, responsiveness, and accuracy. The research method used was qualitative, with data collected through interviews, observation, and documentation with tofu and tempeh entrepreneurs, Semarang City Regional Development Planning Agency (Bappeda) officials and the village administration, and the local community. The results indicate that the thematic village program is conceptually relevant to the characteristics and potential of the region, but its implementation has not yet had a significant impact on increasing the capacity and economic independence of entrepreneurs and the wider community. Overall, the Gumregah Lamper Tengah Thematic Village Program has not been optimal in promoting local-based economic empowerment due to weak sustainability, mentoring, and active community involvement in all program stages.

Abstract

Policy communication is a vital aspect of policy implementation, particularly in ensuring that policy-related information is effectively transmitted, received, and understood by both implementers and the policy’s target. In the context of preventing and handling violence in education aspect, policy communication plays a central role in disseminating information regarding the existence, roles, and operational mechanisms of the Task Force for the Prevention and Handling of Violence in Higher Education (Satgas PPK PT) to the academic community. This study aims to analyze how policy communication is implemented in the execution of such policies at Diponegoro University using a qualitative approach, with data collected through in-depth interviews to capture the perspectives and experiences of relevant informants. The analysis is guided by George Edward III’s policy implementation framework, which emphasizes three factors of communication, which are transmission, clarity, and consistency. The results reveal that policy communication conducted by the Satgas PPK-PT at Diponegoro University has not been fully optimal, particularly due to limited dissemination reach and the low visibility of messages among students, resulting in uneven levels of awareness regarding the task force’s functions and procedures. Consequently, there is a need to strengthen communication strategies by enhancing the reach, clarity, and consistency of information delivery so that policy messages can be more effectively and evenly understood across the academic community, thereby supporting the overall success of violence prevention and handling policies in higher education

Abstract

The creative economy in Subang Regency has considerable potential and has been supported by policies, institutional arrangements, and the involvement of actors within the pentahelix model; however, its collaborative governance has not yet operated optimally. The problem addressed in this study lies in the lack of alignment in the vision, interests, and roles among actors, the still limited capacity of some creative economy actors, and the unclear coordination mechanism in creative economy development. This study aims to analyze the actors involved and the stages of the actor network in the collaborative governance of creative economy development in Subang Regency. This research employs a descriptive qualitative approach based on Actor-Network Theory (ANT) and the actor identification concept of Olander and Landin (2005). Data were collected through in-depth interviews, observation, and documentation with informants selected through purposive sampling and further developed using snowball sampling. The findings show that the Department of Tourism, Youth and Sports (Disparpora), the Creative Economy Committee (KOEKRAF), and Subang Creative Hub are the key actors in the collaborative network. The stages of punctualization and translation have been relatively well implemented; however, problematization, interessement, enrollment, and irreversibility have not been optimal due to uneven actor participation, limited dissemination of information, incomplete mapping of creative subsectors, and coordination still influenced by differences in vision. This study recommends clarifying role distribution, promoting more inclusive participation from the planning stage, and strengthening coordination and sustainable regulatory support.
