Abstract

ABSTRACT: Road safety in school areas is a crucial aspect in supporting safe student mobility, particularly in developing cities such as Tarakan City. Diponegoro Road is one of the corridors with high traffic activity and intense interaction between motorized vehicles and pedestrians, especially during school arrival and dismissal hours. This study aims to evaluate traffic performance and examine its implications for pedestrian safety through a Road Safety Audit approach. A descriptive quantitative method was applied by collecting primary data in the form of traffic volume surveys, side friction observations, and pedestrian facility conditions, as well as secondary data including road geometric characteristics and technical guidelines. Road capacity analysis was conducted based on the Indonesian Road Capacity Guidelines (PKJI) 2023. The results indicate that the effective road capacity is 1,841.62 pcu/hour with a degree of saturation (DS) of 0.63, reflecting stable traffic conditions. However, high side friction activities and limited pedestrian facilities in the school area potentially increase accident risks for students. Therefore, despite acceptable traffic performance, improvements in pedestrian safety facilities are necessary to enhance safety for vulnerable road users in school zones. Keywords: road safety, road capacity, road safety audit, pedestrians, school area ABSTRAK: Keselamatan jalan di kawasan sekolah merupakan aspek penting dalam mendukung mobilitas pelajar yang aman, khususnya di kota berkembang seperti Kota Tarakan. Ruas Jalan Diponegoro merupakan salah satu koridor dengan aktivitas lalu lintas tinggi dan interaksi intens antara kendaraan bermotor dan pejalan kaki, terutama pada jam masuk dan pulang sekolah. Penelitian ini bertujuan untuk mengevaluasi kinerja lalu lintas serta mengkaji implikasinya terhadap keselamatan pejalan kaki melalui pendekatan Audit Keselamatan Jalan. Metode yang digunakan adalah deskriptif kuantitatif dengan pengumpulan data primer berupa survei volume lalu lintas, hambatan samping, dan kondisi fasilitas pejalan kaki, serta data sekunder berupa karakteristik geometrik jalan dan pedoman teknis. Analisis kapasitas dilakukan berdasarkan Pedoman Kapasitas Jalan Indonesia (PKJI) 2023. Hasil penelitian menunjukkan bahwa kapasitas efektif ruas jalan sebesar 1.841,62 smp/jam dengan nilai derajat kejenuhan (DS) sebesar 0,63 yang menandakan kondisi lalu lintas masih stabil. Namun demikian, tingginya aktivitas hambatan samping dan keterbatasan fasilitas pejalan kaki di kawasan sekolah berpotensi meningkatkan risiko kecelakaan bagi pelajar. Oleh karena itu, meskipun kinerja lalu lintas tergolong baik, diperlukan rekomendasi peningkatan keselamatan pejalan kaki melalui penyediaan fasilitas pendukung yang memadai di kawasan sekolah.
