Mathematics is an important science and often applied in everyday life. Students are required to study and master the science. Numeracy skills become one of the keys to success in following the learning of mathematics. Based on field observation in grade V of SD Muhammadiyah Purworejo, there are still many students who are slow in doing math problems. In addition, the existence of media that support student numeracy skills is also not available. This study aims to determine the steps or processes in developing media and test the feasibility of media developed to help improve the numeracy skills of grade V SD students. This research is a development research (R & D) of Borg & Gall (1983: 775-776) adaptation which has 10 steps. In this research, the media development procedure only executes to the seventh stage, namely: 1) searching for potentials and problems; 2) analyzing needs and literature studies; 3) initial product design; 4) expert validation; 5) design revisions; 6) limited trial, 7) product revision. Data collection techniques used questionnaires and observations. Validation results show the quality of media is "very good". This shows that the media developed is feasible for use in the learning process to help improve the numeracy skills of grade V SD students.
