The study wants to analyze the oligarchy of political parties in the determination of regional head candidates that impact the emergence of a single candidate in the 2017 election Landak District. The theory used is the concept of oligarchy proposed by Jefrry A Winters. The method used in this research is qualitative dengan type research case study. The results showed that the case of the emergence of the party oligarchs in determining candidates for the Head of the Regional Head Pemilukada Landak 2017 due to 1) Power based on formal political rights; DPP as the tallest structure in the organization of political parties, have a large and absolute authority to determine and decide candidates head of the region; 2) The official title of the organization; The DPP has strong legitimacy from the law so that it has the authority to organize; 3) The power of coercion / coercive; The DPP party's has the power to force the DPD and DPC to implement decisions and impose sanctions on lower-level party structures that do not comply with party decisions; 4) The power of mobilization; DPP has the ability to mobilize the party structure to implement policies that have been decided by the DPP through instruction; and 5) Material powers; The DPP has substantial resources, so that they can influence the party structure at the level that in determining the candidates being promoted.
