INFLUENCE OF GAMPONG CARE PARTICIPATION IN THE IMPLEMENTATION OF GAMPONG FUNDS ALLOCATION POLICY IN GAMPONG LAYEUN SUB-DISTRICT LEUPUNG ACEH BESAR DISTRICT Yulia Elisa Putri1Ubaidullah2([e-mail], [e-mail])Program Studi Ilmu Politik, FISIP, Universitas Syiah KualaABSTRAKSalah satu kebijakan pemerintah yang bertujuan mensejahterakan masyarakat tertuang pada Undang-Undang Nomor 6 Tahun 2014 tentang Gampong. Sesuai dengan amanat Undang-Undang Nomor 6 Tahun 2014 tentang Gampong, Pemerintah mengalokasikan Dana Gampong, melaluimekanisme transfer kepada Kabupaten/Kota. Tujuan Alokasi Dana Gampongitu sendiri adalah Untuk memperkuat kemampuan keuangan , dengan demikian sumber Anggaran Pendapatan dan Belanja Gampong terdiri dari Pendapatan Asli Gampong ditambah Alokasi Dana Gampong yang bertujuan ntuk mendorong terciptanya demokrasi Gampong dan untuk meningkatkan pendapatan dan pemerataannya dalam rangka mencapai kesejahteraan masyarakat Gampong. Kasus-kasus penyelewengan dana Gampong sering terjadi di berbagai daerah dengan bentuk yang berbeda-beda oleh karna itu partisipasi masyarakat sangat dibutuhkan. Kasus penyalahgunaan Dana Gampong dapat merugikan Gampong serta menghabat tujuan utama alokasi Dana Gampong yaitu mensejahterakan masyarakat. Seperti halnya yang dilakukan oleh Pemerintah Gampong Layeun, Kecamatan Leupung, Kabupaten Aceh Besar. Dimana disinyalir Tuha Peut dan keuchik serta Pemerintah Gampong lainnya tidak mampu pertangungjawaban bukti realisasi anggaran APBG 2015 hingga 2017 serta cara pengelolaan dana Gampong sangat tertutup pada masyarakat, cara pengelolaan dana BUMG tidak sesuai dengan Undang-Undang Gampong, pemotongan pajak PPN danbervariasi tidak sesuai dengan ketentuan pajak, pemotongan wajib 10 persen oleh aparatur gampong secara sepihak, dan kegiatan pekerjaan fisik dari 2015 hingga 2016 dikerjakan oleh aparatur Gampong Layeun yang menyebabkan Gampong Layeun menanggung kerugian sebanyak 360 juta rupiah. Tujuan Penelitian ini adalah untuk mengetahui bentuk partisipasi Gerakan Peduli Gampong dalam proses implementasi alokasi dana desa di Desa Layeun Kecamatan Leupung Kabupaten Aceh Besar serta mengetahui pengaruh partisipasi gerakan peduli Gampong di Gampong Layeun Kecamatan Leupung Kabupaten Aceh Besar terhadap Alokasi Dana Gampong. Penelitian ini menggunakan metode deskripsi kualitatif, hasil penelitian menunjukkan bahwasanya partisipasi Gerakan peduli Gampong terhadap implementasi kebijakan alokasi Dana Gampong memberikan dampak positif bagi Gampong Layeun dan Gampongsekitarnya. Pengaruh partisipasi Gerakan peduli gampong terhadap kebijakan alokasi dana Gampong menyebabkan tergeraknya masyarakat Layeun lain untuk pengawasan dan ikut serta dalam tahap pembangunan yang di adakan oleh pemerintah gampong.Kata Kunci : Alokasi Dana Gampong, Gerakan Peduli Gampong, Partisipasi Masyarakat ABSTRACTOne of the government's policy aimed at the welfare of society stated in Law No. 6 of 2014 on the village.In accordance with the mandate of Law No. 6 of 2014 on the village, the Government allocated the Village Fund, through transfers to District / City. This study uses a qualitative description, the results showed that the participation of the Village Movement matter of policy implementation allocation of village funds have a positive impact Layeun village and surrounding villages.Keywords : Allocation Fund Village, the Village Care Movement, Public Participation
