Teachers and Lecturers Act of 2005 (Ind. UUGD) is a constitutional accomplishment to appreciate the profession of teachers and lecturers in Indonesia. Unfortunately, it’s the implementation, particularly teachers’ governance often runs into quite complex problems. The question in this study is why teachers’ governance is quite complicated? Qualitative approach is employed to explore the dynamics of the implementation problems. Numerous competent people were interviewed deeply and purposively, series of FGD’s were held and finally the study finds that implementation problems relate with: the problems of teacher quantity, the distribution and mutation as well as the problems of teacher quality in and on-service trainings / workshops, law protection, rewards, and at last, professional association of teachers. Lahirnya Undang-Undang Guru dan Dosen (UUGD) sebagai bentuk pengakuan dan apresiasi terhadap profesi guru dan dosen. Dalam implementasi UUGD, tata kelola guru seringkali berjalan sangat kompleks dan dihadapkan pada berbagai masalah. Pertanyaan dalam penelitian ini adalah mengapa tata kelola guru belum baik? Penelitian ini menggunakan pendekatan kualitatif yang dipilih karena sifatnya yang terbuka dan fleksibel. Melalui wawancara terbuka (individual dan kelompok) serta beberapa FGD ditemukan bahwa problematika tata kelola guru dalam implementasi UUGD berkaitan dengan banyak sekali persoalan, misalnya: kurang jelasnya definisi guru beserta implikasinya pada tugas tambahan (struktural) dan fungsional pengawas, perubahan kurikulum, kuantitas-distribusi-mutasi guru, kualitas-spesialisasi-workshop guru PNS dan non-PNS, perlindungan guru, penghargaan guru, dan organisasi profesi guru.
