<![CDATA[Health development is a strategic factor in improving human health. The problem is less member of social safety health network (IPSKM). The purpose of this research is to identity the factor is which have influence on ·the participation of people in this program to identify why the target of participation is not fulltiled, also identify the fungtion of JPSKM as asocial fungtion of the people health and identify its membership of JPSKM. The metodology of this research is qualitative method using cross - sectional approach. This research look place in 5 (five) reencien or towns: Semarang, Klaren, Kendal, Temanggung and Blora. Result of the research showed that health development in 5 (five) location research are variative. Factors that influenced the participation variative. Factors that influenced the participation of people in IPSKM program are direct a wantage for the people.
