IMPLEMENTASI LAPORAN PENYELENGGARAAN PEMERINTAHAN DAERAH (LPPD)  PADA SEKRETARIAT DAERAH MINAHASA SELATAN Oleh:Henry Nelson Momuat[1], Jetty E.H Mokat[2], Fitri H. Mamonto[3]  ABSTRAKPenelitian ini bertujuan untuk mendeskripsikan dan menganalisis  implementasi LPPD di Sekretariat Daerah Minahasa Selatan, serta hambatan yang ditemui dalam proses implementasinya. Penelitian ini  menggunakan pendekatan kualitatif dengan teknik pengumpulan data yaitu melalui wawancara, observasi dan dokumentasi. Penelitian ini menyimpulkan bahwa proses penyusunan LPPD di Sekeretariat Daerah Kabupaten Minahasa Selatan belum sesuai dengan target yang ditetapkan, sehingga hasil yang dicapai tidak maksimal. Hal dipengaruhi oleh beberapa hal yaitu:  kurang tersedianya data yang sesuai format, kurangnya komitmen dan motivasi pegawai,  kompetensi SDM,  kurangnya koordinasi dan komunikasi, serta penilaian atas hasil kerja. Terdapat beberapa faktor yang menghambat selama proses penyusunan LPPD di Sekretariat Daerah Minahasa Selatan, yaitu: komunikasi/informasi yang kurang efektif, sumber daya pegawai maupun peralatan yang terbatas, kurangnya koordinasi antara penyusun LPPD di tiap Bagian dan belum tersedianya SOP penyusunan LPPD pada tiap Bagian serta belum dilakukannya pemberian reward dan punishment. Kata Kunci : Implementasi, LPPD, Minahasa Selatan  Implementation of Local Government Implementation Reports (LPPD) at the South Minahasa Regional Secretariat By: Henry Nelson Momuat, Jetty Erna Hilda Mokat, Fitri H. Mamonto ABSTRACTThis study aims to describe and analyze the implementation of the LPPD in the Secretariat of the South Minahasa Region, as well as the obstacles encountered in the implementation process. This study uses a qualitative approach to data collection techniques, namely through interviews, observation and documentation. This study concludes that the process of preparing LPPD in the Regional Secretariat of South Minahasa Regency is not in accordance with the targets set, so that the results achieved are not optimal. This is influenced by several things, namely: the lack of data in accordance with the format, the lack of commitment and motivation of employees, HR competencies, lack of coordination and communication, as well as an assessment of work results.
