Economic development in order to improve the welfare of the people in the Indonesia-Timor Leste border region has a very important role in the development of the Indonesian border region in general. Belu Regency is a district directly adjacent to Timor Leste and is the main entrance to the border area between Indonesia and Timor Leste. Belu Regency saves a lot of natural wealth such as agriculture, plantations, animal husbandry, and tourism, but the utilization of its potential is not optimal. This is due to the low level of education, skills, experience, knowledge and motivation possessed by the community in exploring and developing the potential of their area. In addition, security factors and violations of law in border areas also hinder the implementation of development. So efforts are needed to overcome these problems such as education and training by the central government together with local governments by involving the community so that the community is more empowered. The involvement of the TNI/Polri in cooperation with the Timor Leste security forces to address security issues at the border.
