COVID-19 pandemic happening in Indonesia is causing the Enforcement of Restrictions on Public Activities (Pemberlakuan Pembatasan Kegiatan Masyarakat, or PPKM). The effect of this rule enforcement changes many aspects of lives, including training activities. Starting then, training activities that were held classically (face-to-face) cannot be held. Pusbindiklat LIPI as the administrator of the researcher functional position has made changes in its internal organization to keep giving training services. One of the changes done is the fully e-learning based training for functional position (Pelatihan Pembentukan Jabatan Fungsional Peneliti, or PPJFP). This training is held online by making use of information and communication technology (ICT). This far, the use of ICT in training has not been evaluated. This research is aimed at the evaluation of ICT use in the fully e-learning based PPJFP with SAMR model (substitution, augmentation, modification, redefinition). The research method used is a qualitative method with a case-study approach. The data collection is done through observation towards the implementation and the investigation of the system being used in the fully e-learning based PPJFP. The result of the study shows that the use of ICT in the three learning stages of this training has reached the modification stage. The utilization of ICT in the synchronous and asynchronous learning can be improved in the redefinition stage.
