<![CDATA[ABSTRACTResearch on "Responsibility of Services for Transfer of Land Rights Counters and Information at the Land Office of the City of Pontianak", aims to obtain data and information about the implementation of the responsibilities of Service Counter for the Transfer of Land Rights and Information at the Land Office of the City of Pontianak. To reveal the factors causing the responsibilities of the Service Counter for the Transfer of Land Rights and Information at the Land Office of the City of Pontianak has not been completed. To reveal the efforts that can be made by the community at the Land Rights Transfer Counter Services and Information at the Land Office of the City of Pontianak.This research was conducted using the empirical legal method which is a legal research method that functions to be able to see the law in a real sense by examining how law works in a community environment, so the empirical legal research method can also be said to be sociological legal research.Based on the results of the research and discussion, the following results were obtained: That the implementation of the responsibilities of the Service Counter for the Transfer of Land Rights and Information at the Pontianak City Land Office only accepts applications submitted by people who need assistance from the Land Agency office in terms of transferring land rights or other needs related to the ownership of land rights in terms of measuring or returning boundaries which will later be submitted or informed to the fields in charge of carrying out requests from the public so that the responsibility of the counter clerk only extends to receiving and submitting the files requested by the community. Whereas the factors causing the responsibility for the service counter for the transfer of land rights and information at the Pontianak City Land Office have not been completed is due to the factors of the officers themselves and other parties, in this case the officers who have the responsibility of carrying out requests from the public, in the case of the officers themselves the existing factors because the officer sometimes forgets to immediately submit community requests to the field in charge of working on or checking, while external factors the counter officer is the field officer who does the work also sometimes experiences problems in completing the transfer of land rights, because it takes quite a long time to prove ownership land rights. Whereas the effort that can be made by the community at the Service Counter for the Transfer of Land Rights and Information at the Pontianak City Land Office is to make an effort to return to the office of the National Land Agency by requesting information and conducting negotiations to ask questions about the transfer of land rights where everything is done by way of deliberation and consensus.Keywords: Responsibilities, Counter Officers, Transfer of Land Rights ABSTRAK Penelitian tentang “Tanggung Jawab Pelayanan Loket Peralihan Hak Atas Tanah Serta Informasi Pada Kantor Pertanahan Kota Pontianak”, bertujuan Untuk mendapatkan data dan informasi tentang pelaksanaan tanggung jawab Pelayanan Loket Peralihan Hak Atas Tanah Serta Informasi Pada Kantor Pertanahan Kota Pontianak. Untuk mengungkapkan faktor penyebab tanggung jawab Pelayanan Loket Peralihan Hak Atas Tanah Serta Informasi Pada Kantor Pertanahan Kota Pontianak belum selesai. Untuk mengungkapkan upaya yang dapat dilakukan oleh masyarakat aras Pelayanan Loket Peralihan Hak Atas Tanah Serta Informasi Pada Kantor Pertanahan Kota Pontianak.Penelitian ini dilakukan dengan metode hukum empiris adalah suatu metode penelitian hukum yang berfungsi untuk dapat melihat hukum dalam artian nyata secara meneliti bagaimana kerjanya hukum disuatu lingkungan masyarakat, maka metode penelitian hukum empiris juga dapat dikatakan sebagai penelitian hukum sosiologis.Berdasarkan hasil penelitian dan pembahasan diperoleh hasil sebagai berikut : Bahwa pelaksanaan tanggung jawab Pelayanan Loket Peralihan Hak Atas Tanah Serta Informasi Pada Kantor Pertanahan Kota Pontianak hanya menerima permohonan yang diajukan oleh masyarakat yang memerlukan bantuan dari kantor Badan Pertanahan dalam hal peralihan ha katas tanah atau keperluan lain berkaitan dengan kepemilikan hak atas tanah dalam hal pengukuran atau balik batas yang nantinya akan diserahkan atau diinformasikan pada bidang-bidang yang bertugas dalam menjalankan permohonan dari masyarakat sehingga tanggung jawab dari petugas loket hanya sampai pada menerima dan menyerahkan berkas yang dimohonkan oleh masyarakat. Bahwa faktor penyebab tanggung jawab Pelayanan Loket Peralihan Hak Atas Tanah Serta Informasi Pada Kantor Pertanahan Kota Pontianak belum selesai adalah disebabkan karena faktor petugas sendiri maupun pihak lain dalam hal ini petugas yang memiliki tanggung jawab menjalankan permohonan dari masyarakat, dalam hal diri petugas sendiri faktor yang ada dikarenakan petugas kadang lupa untuk segera menyerahkan permohonan masyarakat kepada bidang yang bertugas untuk mengerjakan atau melakukan pengecekan, sedangkan faktor dari luar petugas loket adalah petugas bidang yang mengerjakan juga terkadang mengalami persoalan dalam menyelesaikan peralihan ha katas tanah, karena memerlukan waktu yang cukup lama untuk membuktikan kepemilikan ha katas tanah. Bahwa upaya yang dapat dilakukan oleh masyarakat aras Pelayanan Loket Peralihan Hak Atas Tanah Serta Informasi Pada Kantor Pertanahan Kota Pontianak adalah dengan melakukan upaya mendatangi Kembali kantor Badan Pertanahan Nasional dengan meminta informasi serta melakukan negosiasi untuk menanyakan persoalan peralihan ha katas tanah dimana semuanya dilakukan dengan cara musyawarah dan mufakat.
