ABSTRAKTujuan dari penelitian ini adalah untuk mengetahui kemauan membayar (Willingness to Pay) pada sektorinformal pedagang pasar tradisional Di Kota Denpasar. Akibat dari kenaikan tarif peserta JKN dan dalamrangka implementasi target UHC 2019. Penelitian ini merupakan penelitian deskriptif dengan pendekatancross-sectional. Penelitian dilaksanakan di 16 pasar yang di kelola PD Pasar kota Denpasar tahun 2017.Teknik Simple Random Sampling dengan jumlah sampelnya adalah 242 pedagang. Teknik analisis datakemauan membayar pasien Willingness to Pay (WTP) akan dianalisa dengan melihat alternatif yang palingbanyak dipilih oleh responden. Hasil penelitian ini menunjukkan bahwa penghasilan para pedagang pasar DiKota Denpasar sebanyak 37% berpenghasilan Rp. 1.000.000-Rp.2.000.000. Kepemilikan asuransi kesehatansebanyak 49.1% belum memiliki asuransi, 35,4% JKN dan 15,6% asuransi swasta. Dengan data tersebutmenunjukkan bahwa sektor informal masih banyak yang belum memiliki jaminan kesehatan, tertkait denganUHC 2019 ini merupakan tantangan berat bagi BPJS untuk merekrut dan mensosialisasikan JKN. Hasil darikemauan pasien membayar (Willingness to Pay) menunjukkan sebanyak 72,2% yang bersedia membayarkelas 3, sebanyak 17% bersedia membayar kelas 2 dan sebanyak 10,8% bersedia membayar kelas 1. Datayang memilih pelayanan kelas 3 sejalan dengan penghasilan para pedagang yang di bawah UMK. Dengandemikian seharusnya para pedagang tersebut bisa di usulkan untuk mendapat PBI. Dilihat dari sumberpembiayaan ketika sakit 66 % mengatakan bahwa mereka membayar sendiri pembiayaan tersebut, hal itumenunjukkan bahwa masih banyak para pedagang ikut JKN. Sektor informal pedagang pasar kemauanmembayar di kelas 3 sebanyak 72,2% di ikuti kelas 2 sebanyak 17% dan kelas 1 sebanyak 10,8%.Kata kunci: WTP, Sektor informal, JKNABSTRACTThe purpose of this study is to determine Willingness to Pay in the informal sector of traditional markettraders in the city of Denpasar. As a result of the increase in JKN participant rates and in UHC target theimplementation of the 2019.This research is a descriptive study with a cross-sectional approach.Implemented in 16 markets managed by PD Pasar Denpasar in 2017. In connection with the UHC 2019, it is a heavy hand for BPJS to recruit and socialize JKN. Theresult of Willingness to Pay shows that 72.2% are willing to pay grade 3, 17% are willing to pay class 2 and10.8% are willing to pay class 1. Data that choose class 3 services are in line with the income of the class.traders below the UMK. Thus, the traders should be able to propose to get PBI. Judging from the sources offunding when sick, 66% said that they paid for the financing themselves, it showed that there were still manytraders participating in JKN.The informal sector of market traders willing to pay in class 3 as much as 72.2%was followed by class 2 as much as 17% and class 1 as much as 10.8%.
