Abstract

Pendidikan tinggi memiliki peranan penting dalam pembangunan nasional yang berkaitan dengan penyediaan sumber daya manusia yang berkualitas. Sayangnya aksesibilitas masyarakat terhadap pendidikan tinggi masih rendah. Tujuan dari penelitian adalah  untuk mengetahui kebijakan pemerintah daerah dalam menyediakan layanan pendidikan tinggi. Penelitian menggunakan metode penelitian studi pustaka dengan menemukan sebab-sebab permasalahan serta solusinya melalui kajian dari referensi dan jurnal hasil penelitian yang sesuai dengan topik. Hasil penelitian menunjukkan bahwa pemerintah memiliki peranan yang sangat dibutuhkan dalam menetapkan kebijakan untuk dapat memberikan akses bagi masyarakat miskin agar dapat menempuh dan mengakses pendidikan tinggi. Education for poor people in Yogyakarta Higher education which has an essential role in national development has the right to be accessed by every citizen. However, the irony is that the higher the level of education, the lower the participation rate. It can be caused by several factors, one of which is the problem of access to higher education, experienced mainly by the poor. The research uses a literature study method by finding the causes of the problem and the solution through a study of references and research journals that follow the topic. The results of the study indicate that the role of the government needed to set policies to provide access for the poor so that they can take and access higher education more easily without discrimination.
