Regional autonomy becomes the authority and rights of each region. Obligations of regional autonomy are expected to manage and even regulate government and community affairs. In accordance with the laws that have been enacted. At the provincial and district and city levels, local government management has been implemented, especially when Law no. 22 of 1999 came out and was renewed by the issuance of Law no. 32 of 2004.
