<![CDATA[Abstrak—Strategi pemerintah dalam menyediakan beras untuk keluarga yang membutuhkan bukan hanya sebatas tindakan kemanusiaan, tetapi juga upaya strategis untuk menjamin ketersediaan pangan dan mencegah penurunan konsumsi nutrisi dan protein esensial. Dalam konteks ini, dengan kuota penerima yang dibatasi, memilih individu yang berhak menerima menjadi masalah yang kompleks dan memerlukan pendekatan yang objektif. Untuk mengatasi dilema ini, penulis telah menciptakan platform pendukung keputusan berbasis web yang tidak hanya inovatif, tetapi juga efisien untuk seleksi penerima di Desa Keude Aceh. Inti penelitian ini bukan hanya seputar pembuatan aplikasi, tetapi juga tentang bagaimana merangking penerima berdasarkan kriteria tertentu dengan tepat. Berdasarkan rangking yang diperoleh, sistem memberikan rekomendasi penerima yang sesuai, memastikan distribusi yang adil. Dalam penelitian ini, PROMETHEE digunakan sebagai teknik analisis multikriteria untuk rangking. Hasil rangking dipengaruhi oleh nilai Net Flow, sebuah indikator yang penting dalam penelitian ini. Untuk memastikan fungsionalitas dan keandalan, sistem diuji dengan metode black box dan white box. Dalam kesimpulannya, alat ini sukses mendukung proses pengambilan keputusan, menunjukkan potensi besar dalam penentuan penerima beras untuk keluarga yang membutuhkan dengan cara yang adil dan tepat. Abstract— The government's strategy in providing rice for families in need is not merely a humanitarian act, but also a strategic effort to ensure food availability and prevent the decline in the consumption of essential nutrients and proteins. In this context, with a limited recipient quota, choosing the rightful individuals to receive becomes a complex issue that requires an objective approach. To address this dilemma, the author has developed a web-based decision support platform that is not only innovative but also efficient for the selection of recipients in Keude Aceh Village. The core of this research is not just about application development but also about how to rank recipients based on specific criteria accurately. Based on the ranking obtained, the system provides appropriate recipient recommendations, ensuring a fair distribution. In this study, PROMETHEE is used as a multi-criteria analysis technique for ranking. The ranking results are influenced by the Net Flow value, a crucial indicator in this research. To ensure functionality and reliability, the system was tested using both black box and white box methods. In conclusion, this tool successfully supports the decision-making process, showing significant potential in determining rice recipients for families in need in a fair and precise manner. ]]>
