This research is motivated by the problems that teachers often face that affect the quality of quality in schools, so that empowerment is needed for teachers to encourage school quality improvement. This study aims to describe in detail the form of empowering teachers and education personnel in order to improve school quality. The method used in this research is a literature study that focuses on empowering teachers and education personnel to improve school quality, in reviewing qualitative references that focus on discussing the topic of empowerment and quality of education. The results of this study reveal there are four important components in the development of educator resources, namely: 1) adopting a strategic approach to human resource planning, 2) acquiring and developing staff who match the basic needs of the organisation, 3) developing a performance-oriented organisational culture, and 4) maintaining merit principles. In addition, school efforts that need to be made for empowerment include: 1) Education and Training which includes and 2) Activities other than education and training.
