The transformation agenda for the ASN Law has begun to be implemented, Law 20 of 2023 which replaces Law Number 5 of 2014 concerning State Civil Apparatus makes changes to the governance and management of ASN. The approach method used in this research is approachjuridical normative as the main approach, namely research into existing laws and regulations. The data used is secondary data and primary data, and is analyzed sequentiallyqualitativeand presented in formdescriptive.The regulations contained in this Law are: 1) strengthening supervision of the Merit System; 2) determining the need for Civil Servants (PNS) and Government Employees with Work Agreements (PPPK); 3) transformation of ASN positions; 4) welfare of civil servants and PPPK; 4) Strengthening the Performance Management System 5). Improvement of ASN Welfare; 6). Strengthening Talent Management and; 7) digitalization of ASN management for arrangement of honorary staff; 8).
