Abstract

Parents want a perfect child with no flaws. The support of families, communities and governments is important to remove the stigma against children with special needs and fulfill their rights. Neglect of children with special needs has a negative impact on their developmental and academic aspects. It is important to understand how parents experience and understand this pihenomenon in their daily lives. The researcher wanted to understand the role of parents in caring for deaf children, the challenges faced, the strategies used, and the role of the government in supporting them. In this research, the research method used is the phenomenological method with a qualitative approach. This research was conducted in Wonolopo Village, Mijen Sub-district, Semarang City. The role of parents in the care of children with special needs is crucial, especially in the education of deaf children. Parents who accept their children's condition will try to fulfill their needs, while those who do not accept tend to ignore special needs. Informant 1 provides guidance and communication with signs, while Informant 2 relies more on teachers. Social support and government assistance also varied, with informant 1 getting more support than informant 2. Parents are responsible for understanding their deaf child's special needs, providing guidance, and creating a supportive environment. Parents who accept their children's limitations will place them in a supportive environment. ABSTRAKOrang tua menginginkan anak yang sempurna tanpa kekurangan. Dukungan keluarga, masyarakat, dan pemerintah penting untuk menghapus stigma terhadap anak berkebutuhan khusus dan memenuhi hak mereka. Penelantaran anak berkebutuhan khusus menimbulkan dampak negatif bagi aspek perkembangan dan akademiknya. Sangat penting untuk memahami bagaimana orang tua mengalami dan memahami fenomena ini dalam kehidupan sehari-hari mereka. Peneliti ingin memahami peran orang tua dalam mengasuh anak tunarungu, tantangan yang dihadapi, strategi yang digunakan, serta peran pemerintah dalam mendukung mereka. Pada penelitian ini, metode penelitian yang digunakan adalah metode fenomenologi dengan pendekatan kualitatif. Penelitian ini dilaksanakan di Kelurahan Wonolopo, Kecamatan Mijen, Kota Semarang. Peran orang tua dalam pengasuhan anak berkebutuhan khusus sangat krusial, terutama dalam pendidikan anak tunarungu. Orang tua yang menerima kondisi anaknya akan berusaha memenuhi kebutuhan mereka, sedangkan yang tidak menerima cenderung mengabaikan kebutuhan khusus. Informan 1 memberikan bimbingan dan komunikasi dengan isyarat, sementara Informan 2 lebih mengandalkan guru. Dukungan sosial dan bantuan pemerintah juga bervariasi, dengan informan 1 mendapatkan lebih banyak dukungan dibandingkan informan 2. Orang tua bertanggung jawab memahami kebutuhan khusus anak tunarungu, memberikan bimbingan, dan menciptakan lingkungan yang mendukung. Orang tua yang menerima keterbatasan anak akan menempatkan mereka di sekolah khusus, sementara yang belum menerima menganggap sekolah inklusi cukup. Tantangan pengasuhan termasuk kepekaan anak, komunikasi sulit, dan kurangnya dukungan sosial, serta peran pemerintah yang masih kurang.
