<![CDATA[Evaluasi pelaksanaan pengarusutamaan gender (PUG) di Provinsi Kalimantan Selatan (Kalsel) 2021 ditemukan permasalahan seperti kelembagaan, SDM dan ketersediaan data terpilah (DP3A, 2021). Indeks pembangunan dan pemberdayaan gender Provinsi Kalsel dinilai rendah dibandingkan rata-rata nasional. Upaya percepatan PUG dilakukan melalui PPRG (Perencanaan dan Penganggaran Responsif Gender di setiap organisasi di daerah. Penelitian di Dinas Koperasi, UKM Provinsi Kalsel bertujuan mendapat gambaran pelaksanaan PPRG, mengetahui faktor pendukung dan penghambat serta pemenuhan prasyarat PUG. Penelitian menggunakan pendekatan kualitatif, metode studi kasus dengan teknik pengumpulan data melalui wawancara, observasi, studi dokumentasi. Hasil penelitian, penyelenggaraan PPRG belum dilaksanakan optimal sesuai ketentuan dengan indikasi substansi rencana strategis dan rencana kerja belum terintegrasi konsep gender dan penyusunan program kegiatan bersifat netral gender. Anggaran program perkoperasian dan kewirausahaan seluruhnya kategori 3 (gender mainstream), tidak ditemukan anggaran kategori 1 dan 2, specific gender dan gender affirmative. Komitmen pimpinan, pendampingan, sumber belajar dan ARG sebagai objek pengawasan menjadi faktor kunci keberhasilan, sedangkan terbatasnya kuantitas, kualitas perencana, ketidaktersediaan data terpilah menjadi hambatan pelaksanaannya. Prasyarat pengarusutamaan gender secara umum dapat dipenuhi Pemerintah Provinsi Kalimaantan Selatan. The gender development and empowerment index of South Kalimantan Province is considered low, below the national average. The strategy to accelerate the implementation of PUG is carried out through gender-responsive planning and budgeting (PPRG) in each Regional Work Unit. Research at the Office of Cooperatives, SMEs of South Kalimantan Province aims to get an overview of the implementation of PPRG, find out the supporting and inhibiting factors and fulfillment of PUG prerequisites. The research used a qualitative approach, case study method with data collection techniques through interviews, observations, documentation studies. The results of the study, the implementation of PPRG has not been carried out optimally in accordance with the provisions with an indication that the substance of the strategic plan and work plan has not been integrated with the concept of gender and the preparation of gender-neutral activity programs. The budget for the cooperatives and entrepreneurship program is entirely category 3 (gender mainstream), there is no budget category 1 and 2, specific gender and gender affirmative. Leadership commitment, mentoring, learning resources and ARG as an object of supervision are key success factors, while the limited quantity and quality of planners, and the unavailability of disaggregated data are obstacles to implementation. The prerequisites for gender mainstreaming can generally be fulfilled by the South Kalimantan Provincial Government.]]>
