Tujuan penelitian menganalisis pelaksanaan Program Jaminan Sosial Ketenagakerjaan bagi honorer di Pemerintah Kota Palopo serta menganalisis bagaimana perlindungan hukum pelaksanaan Program Jaminan Sosial Ketenagakerjaan bagi pegawai honorer di Pemerintah Kota Palopo. Jenis penelitian yang digunakan adalah penelitian hukum normatif empiris. Hasil Penelitian ditemukan bahwa pelaksanaan Perlindungan Jaminan Sosial terhadap pegawai honorer pada Pemerintah Kota Palopo utamanya di setiap SKPD berdasarkan Instruksi Presiden nomor 2 Tahun 2021 belum optimal dan perlindungan hukum yakni perlindungan hukum Preventif dan Represif terhadap pegawai honorer disetiap SKPD sesuai dengan amanat Undang-undang telah melanggar Hak Asasi Manusia. Sehingga diharapkan dari penelitian ini untuk pemerintah dapat menyusun dan menetapkan regulasi serta dapat mengalokasikan anggaran untuk mendukung pelaksanaan Program Jaminan Sosial Ketenagakerjaan di Pemerintah Kota Palopo. The research objective is to analyze the implementation of the Employment Social Security Program for honorary employees in the Palopo City Government and analyze the legal protection for the implementation of the Employment Social Security Program for honorary employees in the Palopo City Government. The type of research used is empirical normative legal research. The research results found that the implementation of Social Security Protection for honorary employees in the Palopo City Government, especially in each SKPD based on Presidential Instruction number 2 of 2021, has not been optimal and legal protection, namely Preventive and Repressive legal protection for honorary employees in each SKPD by the mandate of the Law, has violated Human rights. So it is hoped that from this research the government can develop and establish regulations and allocate a budget to support the implementation of the Employment Social Security Program in the Palopo City Government.
