<![CDATA[Tujuan penelitian menganalisis implementasi fungsi legislasi DPRD dalam pembentukan peraturan daerah di Provinsi Gorontalo periode 2019-2024; (2) Untuk mengetahui faktor yang menghambat fungsi legislasi DPRD dalam pembentukan peraturan daerah di Provinsi Gorontalo periode 2019-2024. Penelitian ini menggunakan metode penelitian hukum normatif dan penelitian hukum empiris. Hasil penelitian ini menunjukkan bahwa : (1). DPRD Provinsi Gorontalo Periode 2019-2024 belum dapat menjalankan fungsi legislasinya dengan optimal. Hal tersebut dibuktikan dengan sedikitnya Perda inisiatif DPRD yang berhasil disahkan dan ditetapkan hingga akhir masa jabatan. (2). Belum maksimalnya produktivitas DPRD Provinsi Gorontalo Periode 2019-2024 dalam pembentukan peraturan daerah dipengaruhi oleh beberapa faktor, namun faktor yang paling dominan adalah keterbatasan sumber daya manusia anggota DPRD terkait latar belakang pendidikan formal yang kurang menunjang. Selain itu dipengaruhi juga oleh faktor lain yaitu faktor tata tata tertib, faktor sarana dan prasarana. The research objective is to analyze the implementation of the legislative function of the DPRD in the formation of regional regulations in Gorontalo Province for the 2019-2024 period; (2) To determine the factors that hinder the function of DPRD legislation in the formation of regional regulations in Gorontalo Province for the 2019-2024 period. This research uses normative legal research methods and empirical legal research. The results of this research show that: (1). The Gorontalo Province DPRD for the 2019-2024 period has not been able to carry out its legislative function optimally. This is proven by the small number of Regional Regulations initiated by the DPRD that were successfully passed and enacted until the end of the term of office. (2). The lack of maximum productivity in the Gorontalo Province DPRD for the 2019-2024 period in the formation of regional regulations is influenced by several factors. Still, the most dominant factor is the limited human resources of DPRD members due to inadequate formal educational backgrounds. It is also influenced by other factors, namely regulatory factors, facilities and infrastructure factors.]]>
