The era of globalization influences various aspects of life, requiring education to produce a generation with broad insight, innovation and character. This research aims to analyze the impact of culture-based global educational leadership on character development and learning innovation. This research uses a qualitative approach with library methods to analyze the impact of culture-based global educational leadership on character development and learning innovation. Data was collected through a literature review, analyzed descriptively analytically and comparatively, and validated with source triangulation to ensure reliability and credibility. The research results show that globalization in education has had a positive impact, such as the implementation of an online learning system that provides flexibility, easy access to educational information through various digital sources, as well as improving the quality of educators through the use of technology in learning. However, globalization also has negative impacts, including social inequality caused by disparities in access to technology, the erosion of local culture due to the domination of foreign culture, and the emergence of the phenomenon of commercialization of education which focuses on financial gain. This research also identifies the importance of integrating local cultural values in the curriculum to strengthen students' national identity and build strong character. Values such as mutual cooperation, tolerance and honesty can be instilled through local culturebased education, which also encourages contextual learning innovation. Local culture-based educational leaders play an important role in creating an inclusive and adaptive learning environment, which supports student character development and learning innovation in the face of global change.
