MANAJEMEN SUMBER DAYA MANUSIA DALAM PENINGKATAN MUTU SEKOLAH (STUDI KASUS PADA SEKOLAH REGROUPING DI SDN PETOMPON 02)

Abstract

Banyaknya sekolah-sekolah yang berdiri tetap belum dapat meningkatkan efektivitas, efisiensi dan mutu pendidikan nasional. Perubahan manajemen sumber daya manusia di sekolah harus dilakukan melalui regrouping sekolah agar terjadi peningkatan mutu sekolah. Pendekatan penelitian ini ialah kualitatif dengan rancangan studi kasus. Hasil penelitian ini ialah : (1) Perencanaan SDM disusun secara sistematik berdasarkan kemandirian sekolah, (2) Pengorganisasian dilakukan dengan pembagian sistem kerja, program kerja dan pengembangan SDM, (3) Pelatihan dan pengembangan karier memberikan dampak positif, baik untuk sekolah maupun personel sekolah, (4) Kompensasi dilakukan dengan memperhatikan pola kompensasi langsung dan kompensasi tidak langsung, (5) Penilaian kinerja dilakukan dengan menggunakan dua aspek, yakni penilaian kinerja guru dan penilaian kinerja sekolah. Simpulan dari penelitian ini ialah manajemen sumber daya manusia dapat meningkatkan mutu sekolah di SDN Petompon 02 dilihat dari perspektif kepuasan pelanggan internal dan kepuasan pelanggan eksternal dan dikategorikan baik. Saran terkait dengan hasil penelitian ini ialah kepala sekolah hendaknya menggunakan supervisi akademik sehingga dapat melakukan pengawasan kebijakan regrouping dalam aspek penilaian kinerja guru. Many schools remainstanding can improve the effectiveness, efficiency and quality of national education. Changes in human resource management in schools should be made through the school regrouping to an increase in the quality of schools. The approached of this study is a qualitative with a case study design. The result of this study are: (1) arranged in a systematic human resource planning based on school autonomy, (2) The organization of the systemis done with the division of labor, employment and human resources development programs, (3) Training and career development have a positive impact, both for the school and school personnel, (4) The compensationis done by observing the pattern of direct compensation and indirect compensation, (5) The performance evaluationis done by using two aspects, namely the assessment of teacher performance and school performance assessment. Conclusion that human resource management can improve the quality of schools in SDN Petompon02 viewed from the perspective of internal customer satisfaction and external customer satisfaction and well categorized. Suggestions related to this research is the principal academic supervision should use the head master so that it can perform policy control regrouping in aspects of teacher performance appraisal.
