This research aims to develop a Fun Thinkers Book based on numeracy literacy in whole number counting operations as an alternative learning media for class III students, so that it is hoped that it can improve students' problem solving abilities. This research uses the development method with the ADDIE model, which consists of five stages: Analyze, Design, Development, Implementation, and Evaluation. The research subjects were class III students at SDN Ponggok 04, Blitar Regency. The data collection tools used were interviews, observations, questionnaires and tests. The data analysis technique used is qualitative and quantitative descriptive analysis. The research results show that the Fun Thinkers Book developed is valid and suitable for use as a learning medium. The use of the Fun Thinkers Book and the problem-based learning (PBL) method has proven to be effective in improving the problem solving abilities of class III students at SDN Ponggok 04, Blitar Regency, as seen from the increase in the average pretest score of 57.2 to the posttest of 90.0, with an N-Gain of 0.767 .
