This research discusses how the Management of the Ombudsman of the Republic of Indonesia Representative of Riau Province towards Maladministration Prevention in Pekanbaru City Government in 2023, because the performance of the Pekanbaru city government in public services can be said to be still not optimal because there are still public complaints related to maladministration by the Pekanbaru city government every year both in the form of protracted delays, abuse of authority, procedural irregularities, incompetence, and not providing services. In addition, this study aims to determine and analyze how the Riau Representative Ombudsman applies management functions. Data collection is done through observation, interviews and documentation. The data was analyzed using qualitative descriptive analysis using several qualitative data analysis techniques, namely narrative analysis and phenomenological analysis. The results of this study found and showed that maladministration prevention planning at the Riau Ombudsman followed the instructions or procedures given by the Ombudsman RI through the main Assistant of Maladministration Prevention Management (KUMPM) in conducting public service standard assessment compliance survey activities, the Ombudsman Representative of Riau Province was able to carry out management functions well but the Riau Ombudsman must be more effective in preventing maladministration in the Pekanbaru city government.
