One of the causes of the decline in community participation in Belu Regency in the 2024 simultaneous elections is the problem of incomplete voter administration/documents so that many voters do not cast their votes. To overcome this, stakeholders need to work extra hard so that ownership of state documents can be easily obtained with a simple protocol considering the instant mentality of generations x, y and z in this era. This exploratory qualitative research uses purposive sampling techniques to determine the research location and informants. The focus of the research seeks to examine and determine the causes of the decline in community participation in Belu Regency in the 2024 elections. Data collection techniques through documentation, archival recordings, in-depth interviews, direct observation and focus group discussions (FGD). Meanwhile, to test the validity of the data, it is done by means of Credibility, Transferability, Dependability and Confirmability. Data analysis uses the Analysis Interactive Model from Miles and Huberman, namely data collection, data condentation, data display and conclusions. The purpose and results of this study recommend that the Belu Regency KPU and all related stakeholders seriously carry out orderly and humanistic administrative services and continuously socialize awareness of state document ownership, improve cooperation and communication with Dukcapil, Babinsa-Babinpol to mobilize the community in taking care of KTP, KK, Birth Certificates, Death Certificates and so on, intensive socialization so that the community is not caught in money politics and the need for a special budget for people with disabilities such as special socialization.
