This qualitative case study aimed to examine the contribution of Tukuneno Catholic youth in alleviating poverty and unemployment by increasing income through efforts to develop the pig farming sector. Through the development of the sector, it was expected to reduce the number of underprivileged people or distance them from the poverty trap so that it could indirectly help lessen the work of local governments in decreasing poverty. The role of religion through the Catholic Church was highly hoped as a government partner in human resource development so as efforts to solve social problems, especially poverty, can be resolved and have a positive impact on the physical and mental development of the nation and state. The Catholic Church, utilizing the Socio-Economic Development Commission of Atambua Diocese (KPSE-KA), tried to embrace Catholic youth by funding the effort until local potentials could be developed. The results of the study showed that previously unemployed young people now have side income and can open their own businesses thanks to the empowerment training conducted by KPSE-KA

This qualitative case study aims to assess the contribution of the PSE Commission in alleviating poverty and to analyze PSE institutional strengthening in the success of poverty alleviation priority programs. Institutional strengthening is the key to the sustainability and success of poverty alleviation programs. However, there are studies that show that institutional strengthening through legal aspects, Provincial Drinking Wages and public policies have been effective enough to alleviate poverty. Of the many findings that exist, researchers discovered new things, namely through institutional strengthening in aspects; Structure, HR, Finance, Organizational Funding and Assets, Monitoring and Evaluation, Legality, Data and Information and Collaborative Networks can determine the success of the institution in alleviating poverty and the sustainability of poverty alleviation priority programs. The pattern of the empowerment approach carried out by the government is seen as less touching on the problems of the poor because it is project oriented, while the one carried out by the Catholic Church is oriented towards religious values.

One of the causes of the decline in community participation in Belu Regency in the 2024 simultaneous elections is the problem of incomplete voter administration/documents so that many voters do not cast their votes. To overcome this, stakeholders need to work extra hard so that ownership of state documents can be easily obtained with a simple protocol considering the instant mentality of generations x, y and z in this era. This exploratory qualitative research uses purposive sampling techniques to determine the research location and informants. The focus of the research seeks to examine and determine the causes of the decline in community participation in Belu Regency in the 2024 elections. Data collection techniques through documentation, archival recordings, in-depth interviews, direct observation and focus group discussions (FGD). Meanwhile, to test the validity of the data, it is done by means of Credibility, Transferability, Dependability and Confirmability. Data analysis uses the Analysis Interactive Model from Miles and Huberman, namely data collection, data condentation, data display and conclusions. The purpose and results of this study recommend that the Belu Regency KPU and all related stakeholders seriously carry out orderly and humanistic administrative services and continuously socialize awareness of state document ownership, improve cooperation and communication with Dukcapil, Babinsa-Babinpol to mobilize the community in taking care of KTP, KK, Birth Certificates, Death Certificates and so on, intensive socialization so that the community is not caught in money politics and the need for a special budget for people with disabilities such as special socialization.

Penelitian kualitatif dengan metode studi kasus ini bertujuan untuk mendeskripsikan upaya petani lahan kering di Kabupaten Belu dalam mempertahankan volume produksi pertanian melalui pelatihan dan pemberdayaan agar lebih tahan terhadap curah hujan yang tidak menentu. KPSE-KA NTT bekerjasama dengan CRS dan YMTM berupaya memberdayakan petani agar petani terampil mengolah lahan dalam kondisi cuaca ekstrim (Tahan Stres). Upaya tersebut telah berkontribusi membantu pemerintah daerah dalam mengentaskan kemiskinan akibat produk pertanian yang tidak menguntungkan bagi petani di daerah dengan ketersediaan air yang terbatas. Hasil penelitian menunjukkan bahwa petani yang dibentuk dalam kelompok telah meningkatkan produksi jagung dan kacang-kacangan mereka lebih dari 80%. Petani sasaran telah menggunakan praktik pertanian yang tahan stres (mampu menahan tekanan lingkungan) sehingga tanaman pertanian dapat bertahan meskipun ketersediaan air terbatas. Selain itu, keterampilan petani meningkat dan pengetahuan mereka dalam memasarkan produk pertanian menjadi lebih luas. Petani kader mampu berorganisasi, kepemimpinan dan dinamika kelompok, praktik budidaya dan pengelolaan tanaman, mampu mempraktikkan teknologi konservasi tanah dan air, mampu mengelola tanaman sayuran dan tanaman berumur panjang, mampu membuat rencana kerja untuk membuat struktur/sistem konservasi tanah dan air di kebun mereka, mampu berkoordinasi langsung dengan instansi terkait (pertanian, ketahanan pangan, kehutanan, BPBD) untuk mendapatkan layanan dan input pertanian. keterampilan petani meningkat dan pengetahuan mereka dalam memasarkan produk pertanian menjadi lebih luas. Petani kader mampu berorganisasi, kepemimpinan dan dinamika kelompok, praktik budidaya dan pengelolaan tanaman, mampu mempraktikkan teknologi konservasi tanah dan air, mampu mengelola tanaman sayuran dan tanaman berumur panjang, mampu membuat rencana kerja untuk membuat struktur/sistem konservasi tanah dan air di kebun mereka, mampu berkoordinasi langsung dengan instansi terkait (pertanian, ketahanan pangan, kehutanan, BPBD) untuk mendapatkan layanan dan input pertanian.

Kegiatan ini adalah salah satu respon Dinas Kehutanan Kabupaten Malaka terhadap kerusakan hutan di Desa Barene Kecamatan Malaka Tengan Kabupaten Malaka dan berkolaborasi dengan STISIP Fajar Timur untuk mengimplementasikan Program Kebun Bibit Rakyat (KBR). Kegiatan ini dilakukan dengan 2 metode yaitu persiapan dan pelaksanaan. Tahapan persiapan meliputi dua aksi yaitu survey awal dan rapat internal. Tahapan pelaksanaan terdiri dari tiga aksi yaitu 1) Penyuluhan, 2) Pembinaan dan penertiban pemasaran hasil hutan kayu, 3) Pendampingan pembentukan KBR. Kegiatan ini berjalan dengan baik dan mendapatkan respon partisipasi aktif dari Pemerintah Desa Barene dan Masyarakat Desa Barene. Kegiatan ini berhasil dilaksanakan sesuai dengan jadwal yang telah disepakati. Kegiatan KBR sangat bermanfaat bagi rehalibilitas lahan kritis dan dapat menumbuhkan perekonomian masyarakat.

Bumdes Lentara Kabuna adalah salah satu Bumdes di Kecamatan Kakuluk Mesak Kabupaten Belu yang berhasil dalam mengelola unit usahanya secara baik dan telah meningkatkan pendapatan desa. Pemerintah Desa Kabuna terus mendukung Bumdes dalam segala hal salah satunya melalui pelatihan peningkatan kapasitas pengurus Bumdes yang diselenggarakan oleh Kementrian Desa bekerja sama dengan Dinas Social Kabupaten Belu. Pelatihan yang dilakukan sebagai bentuk upaya memperbaiki menajemen keuangan Bumdes agar segala bentuk transaksi keuangan Bumdes dapat dipertanggungjawabkan secara administrasi maupun secara hukum. Permasalahan yang dihadapi Bumdes Lentera adalah adanya perubahan pelaporan keuangan Bumdes setiap tahun sehingga perlu sekali dilakukan pelatihan manajemen keungan bagi para pengurus sehingga para pengurus dapat menyesuaikan dengan perubahan yang terus terjadi. Pelatihan itu penting sekali dilakukan karena melalui pelatihan itu sumber daya manusia para pengurus dapat ditingkatkan dan kemahiran mengelola keuangan bumdes dapat terus diupdate sesuai nomenklatur di Kementerian Desa. Metode yang digunakan dalam pelatihan itu adalah talk show, Fucus Group Discussion (FGD) dan Presentasi. Tujuan sekaligus harapan dari pelatihan ini agar peserta mampu melakukan penyusunan administrasi keuangan secara baik dan benar sesuai regulasi secara lebih maksimal.

In the current era of rapidly advancing technology, the quality of public services has become an important issue frequently encountered across various sectors of public facilities. One visible indication is the continued existence of public complaints regarding suboptimal service delivery, often expressed through different technological platforms. This situation has led to the emergence of negative perceptions among the public toward government officials responsible for providing public services. This study aims to analyze and understand the quality of public services at the Immigration Office Class II TPI Atambua. In practice, the officers at the Immigration Office strive to improve service quality by focusing on public interest, integrity, and professionalism. The research employs a qualitative method with a descriptive approach, referring to five dimensions of service quality: Tangibles, Reliability, Responsiveness, Assurance, and Empathy. These five dimensions serve as the basis for evaluating the quality of services provided by the Immigration Office Class II TPI Atambua, with the expectation of achieving high-quality public service delivery. The results of the study indicate that the overall quality of public services in the passport application process at the Immigration Office Class II TPI Atambua is categorized as good. However, several aspects still require improvement, particularly in terms of service timeliness.
