Abstract

ABSTRACTLatar Belakang Masalah: Kapitasi Berbasis Kinerja (KBK) mempunyai tiga indikator penting yang harus diterapkan sebagai upaya peningkatan kualitas pelayanan peserta JKN di FKTP. Adapun ketiga indikator tersebut adalah angka kontak ≥ 150 per mil, rasio rujukan rawat jalan non spesialistik ≤2%,dan rasio peserta prolanis terkendali ≥ 5%. Tujuan penelitian ini untuk menganalisis Pelaksanaan Kapitasi Berbasis Kinerja  (KBK) Di Puskesmas Meuraxa Kota Banda Aceh. Penelitian ini menggunakan pendekatan kualitatif dengan indept interview, observasi, dan telah dokumen sebagai cara untuk mengumpulkan data. Informan penelitian ini berjumlah 5 orang dengan teknik Purposive Sampling. Analisis data secara reduksi data, penyajian data, penarikan kesimpulan, dan verifikasi. Hasil penelitian menunjukkan Angka Kontak mencapai target pada zona aman dengan kriteria rating 4 dengan capaian angka kontak ≥150% nilai capaian 1,6. Rasio Rujukan Rawat Jalan Kasus Non Spesialistik mencapai target pada zona aman dengan kriteria rating 4 dengan capaian Rasio Rujukan Rawat Jalan Kasus Non Spesialistik ≤ 2%  nilai capaian 2 dan Rasio peserta prolanis tidak mencapai zona aman dengan kriteria rating 1 dengan capaian Rasio peserta prolanis terkendali <3% nilai capaian 0. Diharapkan Puskesmas Meuraxa melakukan koordinasi dengan kepala desa dan kader puskesmas serta optimalisasi  penjadwalan konsultasi dan pemeriksaan penunjang secara rutin dan kunjungan ke rumah.Kata kunci: Kapitasi Berbasis Kinerja (KBK), Prolanis.Background of the Problem: Performance Based Capitation (KBK) have three indicators that are applied as an effort to improve the quality of services for JKN participants at the FKTP. The three indicators are contact rate ≥ 150 per mile, non-specialist outpatient referral ratio ≤2%, and Prolanis participant ratio controlled ≥ 5%. The purpose of this study was to analyze the implementation of performance-based capitation (KBK) at the Meuraxa Public Health Center, the Banda Aceh City. This study used a qualitative approach using in-depth interviews, observation, and documents as a way to collect data. The number of informants in this study were 5 people with purposive sampling technique. Data analysis in qualitative research consists of the stages of data reduction, data presentation, drawing conclusions, and verification. The results showed that the contact number reached the target in the safe zone with a rating criterion of 4 with a contact number achievement ≥150%, an achievement value of 1.6. Outpatient Referral Ratio for Non-Specialistic Cases reached the target in the safe zone with rating criteria 4 with the achievement of Outpatient Referral Ratio for Non-Specialistic Cases ≤ 2%, score of 2 and the ratio of prolanis participants not reaching the safe zone with rating criteria 1 with the achievement of controlled prolanist participant ratio 3% achievement value 0.1. It is hoped that the Meuraxa Health Center will coordinate with the village head and puskesmas cadres as well as optimize the scheduling of consultations and routine supporting examinations and home visits.Keywords: Performance Based Capitation (KBK), Prolanis
