<![CDATA[Wacana amandemen Undang-Undang Dasar Negara Republik Indonesia Tahun 1945 (UUD 1945) kembali mencuat, terutama dalam konteks pembatasan masa jabatan presiden dan penguatan sistem presidensial. Isu ini menjadi perdebatan publik karena menyentuh aspek fundamental demokrasi dan struktur kekuasaan negara. Penelitian ini bertujuan untuk merumuskan desain ideal amandemen UUD 1945 yang dapat menghindari konsentrasi kekuasaan sekaligus memperkuat sistem presidensial. Dengan pendekatan yuridis normatif dan analisis perbandingan konstitusi negara lain, tulisan ini menunjukkan bahwa pembatasan masa jabatan merupakan mekanisme utama untuk menjaga demokrasi. Sementara itu, penguatan sistem presidensial perlu diwujudkan melalui reformasi institusional yang menjamin pemisahan kekuasaan dan check and balance yang efektif. The discourse surrounding the amendment of the 1945 Constitution of the Republic of Indonesia (UUD 1945) has resurfaced, especially regarding the limitation of presidential terms and the strengthening of the presidential system. This issue has sparked public debate due to its fundamental implications for democracy and the state's power structure. This study aims to formulate the ideal design for the amendment of the 1945 Constitution that both prevents power concentration and strengthens the presidential system. Using a normative juridical approach and comparative constitutional analysis from other countries, this paper shows that term limits are a primary mechanism for safeguarding democracy. Simultaneously, strengthening the presidential system must be achieved through institutional reforms that ensure a clear separation of powers and an effective system of checks and balances.
