The objectives of this study are: 1) to determine the development of a picture book of Cupak Gurantang folk story to instill character values ​​in grade IV elementary school students, 2) to determine the feasibility of a picture book of Cupak Gurantang folk story to instill character values ​​in grade IV elementary school students, 3) to determine students' responses to the picture book of Cupak Gurantang folk story. The research method used is research and development with the ADDIE model consisting of the stages of analysis, design, development, implementation and evaluation. This research was conducted at SDN 1 Jenggala, Tanjung District, West Lombok Regency, NTB. The data collection techniques used were observation, interviews, documentation and questionnaires. The data obtained were then analyzed using qualitative data analysis techniques and quantitative data analysis techniques. The results of the study showed that: 1) the Cupak Gurantang folklore picture book was declared feasible to instill character values ​​in grade IV elementary school students based on the results of the material expert assessment, obtaining a score of 75 with a percentage of 100% and occupying the category of "very feasible", the media expert assessment obtained a score of 52 with a percentage of 94% and occupying the category of "very feasible". 2) the Cupak Gurantang folklore picture book received a positive response from students based on the results of a small group trial of 6 students with a percentage of 88% with the category of "very good" and the results of a large group trial of 26 students obtained a percentage of 96% with the category of "very good".
