Penelitian ini bertujuan untuk mengetahui efektivitas pengelolaan kuota haji reguler oleh Kantor Wilayah Kementerian Agama Provinsi Bengkulu, bagaimana proses pengelolaan kuota haji dilakukan, tantangan yang dihadapi, dan bentuk efektivitas yang telah dicapai. Penelitian ini menggunakan pendekatan kualitatif deskriptif dengan teknik pengumpulan data berupa wawancara, observasi, dan dokumentasi. Informan penelitian terdiri atas tiga pejabat struktural Kanwil Kemenag Provinsi Bengkulu, serta dua orang jemaah haji. Hasil penelitian menunjukkan bahwa pengelolaan kuota haji reguler melibatkan serangkaian proses yang terstruktur, mulai dari kebijakan dan regulasi pemerintah pusat, sistem pembagian kuota berbasis kabupaten/kota yang mengacu pada data SISKOHAT, serta peran aktif Kanwil Kemenag sebagai pelaksana teknis. Tantangan yang dihadapi meliputi panjangnya daftar tunggu, keterbatasan kuota, penundaan keberangkatan oleh jemaah, serta kesulitan dalam memperbarui dan menghubungi data jemaah lama. Meskipun demikian, pengelolaan kuota haji di Provinsi Bengkulu secara umum dinilai efektif, dibuktikan melalui tingkat pemanfaatan kuota yang tinggi, proses pendaftaran yang lancar, serta sistem waiting list yang transparan dan adil. Penelitian ini merekomendasikan perlunya peningkatan pembaruan data jemaah, penguatan edukasi publik, serta upaya strategis penambahan kuota nasional sebagai bentuk respons atas meningkatnya permintaan masyarakat.   This study aims to determine the effectiveness of regular hajj quota management by the Regional Office of the Ministry of Religious Affairs of Bengkulu Province, how the hajj quota management process is carried out, the challenges faced, and the form of effectiveness that has been achieved. This study uses a descriptive qualitative approach with data collection techniques in the form of interviews, observations, and documentation. The research informants consisted of three structural officials from the Bengkulu Province Ministry of Religion Regional Office, as well as two Hajj pilgrims. The results of the study indicate that regular hajj quota management involves a series of structured processes, starting from central government policies and regulations, a district/city-based quota distribution system referring to SISKOHAT data, and the active role of the Ministry of Religious Affairs Regional Office as a technical implementer. The challenges faced include the length of the waiting list, limited quotas, delays in departure by pilgrims, and difficulties in updating and contacting old pilgrim data. However, the management of the hajj quota in Bengkulu Province is generally considered effective, as evidenced by the high level of quota utilization, a smooth registration process, and a transparent and fair waiting list system. This study recommends the need to increase the updating of pilgrim data, strengthen public education, and strategic efforts to increase the national quota as a response to increasing public demand.
