This study aims to analyze the efforts of internalizing the values of moderation through Islamic Religious Education (PAI) in shaping students’ character within public universities, specifically at Universitas Kadiri. The research highlights the integration of learning materials and curriculum, teaching methods, the role of lecturers, and institutional policies, providing a comprehensive overview of how higher education institutions embed Islamic moderation values in the context of diversity and societal complexity. Employing a qualitative approach, data were collected through interviews, observations, and document analysis. The findings reveal that Universitas Kadiri has undertaken concrete measures to ensure students’ understanding and application of moderation values. The integration of the PAI curriculum, diverse teaching methods, lecturers’ active role as role models, and institutional support are identified as key components in this process. These results emphasize the importance of synergy between curriculum design, pedagogical practices, and institutional commitment in strengthening the internalization of moderation values through Islamic Religious Education in higher education.
