<![CDATA[This study examines the implementation of the Integrated Subdistrict Administrative Services (PATEN) policy in Cibodas Subdistrict, Tangerang City, which aims to improve the quality of public services through decentralization of administrative authority. The research method employed a qualitative approach, with data collection techniques including observation, in-depth interviews, and documentation studies. The results indicate that PATEN implementation in Cibodas Subdistrict is quite effective in facilitating administrative services to the public, particularly in the areas of licensing and population matters. Success factors are supported by clear regulations, the use of Tangerang Live application technology, and support from subdistrict officials. However, this study also identified several obstacles, including limited human resources, minimal public outreach, and limited supporting infrastructure. These obstacles impact the achievement of expected service standards. Academically, this study confirms the relevance of the Van Meter and Van Horn model, where resources, inter-organizational communication, and implementer attitudes are the most dominant factors in determining implementation effectiveness. Thus, strengthening the capacity of government officials, improving cross-agency coordination, and optimizing public outreach are strategic recommendations to ensure the PATEN policy is more effective in achieving fast, transparent, and accountable public services.
