ABSTRAK Permasalahan penyalahgunaan narkotika di Indonesia telah mencapai tingkat yang sangat mengkhawatirkan, termasuk di Provinsi Gorontalo. Lembaga Pemasyarakatan tidak hanya berfungsi sebagai tempat menjalani pidana, tetapi juga memiliki peran penting dalam pembinaan dan rehabilitasi narapidana, khususnya yang terjerat kasus narkotika. Penelitian ini bertujuan untuk menganalisis efektivitas pelaksanaan program rehabilitasi terhadap narapidana kasus narkotika di Lembaga Pemasyarakatan Kelas II A Gorontalo serta menilai sejauh mana program tersebut mampu mendukung pemulihan dan reintegrasi sosial narapidana. Metode penelitian yang digunakan adalah pendekatan yuridis empiris dengan teknik pengumpulan data melalui wawancara, observasi, dan studi dokumentasi. Data primer diperoleh dari narapidana, petugas lapas, serta pihak terkait yang berhubungan langsung dengan pelaksanaan rehabilitasi, sementara data sekunder diperoleh dari peraturan perundang-undangan, literatur, dan penelitian sebelumnya. Analisis data dilakukan secara kualitatif untuk mendapatkan gambaran yang komprehensif mengenai efektivitas program rehabilitasi. Hasil penelitian menunjukkan bahwa program rehabilitasi di Lapas Kelas II A Gorontalo telah dilaksanakan melalui beberapa tahapan, yaitu rehabilitasi medis, sosial, dan pembinaan kemandirian. Namun, efektivitas program masih menghadapi sejumlah kendala, seperti keterbatasan tenaga ahli, kurangnya fasilitas pendukung, serta stigma masyarakat terhadap mantan narapidana narkotika. Meskipun demikian, program ini dinilai cukup efektif dalam mengurangi tingkat residivisme dan memberikan bekal keterampilan bagi narapidana untuk kembali ke masyarakat. Oleh karena itu, diperlukan peningkatan sinergi antarinstansi, penambahan sumber daya, serta dukungan masyarakat agar tujuan rehabilitasi dapat tercapai secara optimal. .Kata kunci: efektivitas, rehabilitasi, narapidana, narkotika, Lembaga Pemasyarakatan. ABSTRACT The issue of narcotics abuse in Indonesia has reached a critical level, including in Gorontalo Province. Correctional institutions not only serve as places for serving sentences but also play a crucial role in the rehabilitation of inmates, particularly those convicted of narcotics offenses. This study aims to analyze the effectiveness of rehabilitation programs for narcotics inmates at Class II A Correctional Facility in Gorontalo and assess how well these programs support recovery and social reintegration. The research employs an empirical juridical approach, with data collected through interviews, observations, and document review. Primary data were obtained from inmates, correctional officers, and relevant stakeholders directly involved in the rehabilitation process, while secondary data were sourced from legislation, literature, and previous studies. Data analysis was conducted qualitatively to provide a comprehensive understanding of the effectiveness of the rehabilitation programs. The findings indicate that the rehabilitation programs at Class II A Correctional Facility are implemented through several stages, including medical rehabilitation, social rehabilitation, and skills development. However, the effectiveness of the programs faces several challenges, such as limited professional staff, inadequate supporting facilities, and societal stigma toward former narcotics inmates. Despite these challenges, the programs are considered moderately effective in reducing recidivism and providing inmates with skills for reintegration into society. Therefore, enhanced inter-agency cooperation, increased resources, and community support are necessary to optimize the goals of rehabilitation programs.
