Abstract

ABSTRAKPembangunan infrastruktur jalan di Ibu Kota Nusantara (IKN) menghadapi tantangan geoteknik akibat dominasi lapisan clay shale yang bersifat rapuh, berpermeabilitas rendah, dan sangat sensitif terhadap perubahan kadar air. Fenomena slaking dan fissility pada clay shale menyebabkan degradasi kekuatan geser dan meningkatkan potensi kelongsoran, khususnya pada lereng galian, sehingga berimplikasi langsung terhadap keberlanjutan dan keselamatan perencanaan infrastruktur jalan. Penelitian ini bertujuan mengevaluasi efektivitas penggunaan shotcrete dalam meningkatkan stabilitas lereng clay shale pada berbagai variasi kemiringan lereng sebagai dasar teknis penentuan geometri lereng pada koridor infrastruktur strategis IKN. Studi kasus dilakukan pada pembangunan Jalan Bebas Hambatan IKN Paket 6B menggunakan analisis numerik untuk membandingkan kondisi lereng sebelum dan sesudah perkuatan shotcrete. Hasil analisis menunjukkan bahwa lereng tanpa perkuatan memiliki nilai faktor keamanan (Safety Factor/SF) antara 0,6-1,335, yang belum memenuhi kriteria aman sebesar 1,5. Penerapan shotcrete meningkatkan nilai SF menjadi 1,27-1,335, meskipun pada kemiringan tertentu stabilitas jangka panjang masih belum optimal. Temuan ini menunjukkan bahwa perbaikan metode perkuatan saja tidak cukup tanpa pengendalian geometri lereng. Oleh karena itu, kemiringan lereng minimum yang direkomendasikan adalah 1,5:1 hingga 2:1 karena menunjukkan tingkat stabilitas yang lebih baik dan lebih aman untuk kondisi jangka panjang. Secara ilmiah, penelitian ini menegaskan pentingnya integrasi antara metode perkuatan lereng dan pengaturan geometri lereng dalam perencanaan infrastruktur jalan pada kawasan dengan dominasi clay shale, sehingga dapat berkontribusi sebagai dasar teknis dalam mitigasi risiko lereng dan perencanaan infrastruktur jalan berkelanjutan di IKN.Kata Kunci: Clay Shale, Galian Lereng, Shotcrete, Safety Factor, Stabilitas Lereng. ABSTRACTRoad infrastructure development in the Capital City of Nusantara (IKN) faces significant geotechnical challenges due to the dominance of clay shale layers, which are fragile, low-permeability, and highly sensitive to changes in water content. The phenomena of slaking and fissility in clay shale lead to shear strength degradation and increase the risk of slope failure, directly affecting the sustainability and safety of road infrastructure planning. This study aims to evaluate the effectiveness of shotcrete application in improving the stability of clay shale slopes at various slope inclinations as a technical basis for determining appropriate slope geometry within strategic infrastructure corridors in IKN.A case study was conducted on the Section 6B IKN Toll Road construction project using numerical analysis to compare slope conditions before and after shotcrete reinforcement. The results indicate that slopes without reinforcement have safety factor (SF) values ranging from 0.6 to 1.335, which do not meet the required safety criterion of 1.5. The application of shotcrete increases the SF to 1.27–1.335; however, stability under certain slope configurations remains insufficient for long-term safety. These findings demonstrate that reinforcement alone is not adequate without proper control of slope geometry. Therefore, minimum slope gradients of 1.5:1 to 2:1 are recommended, as they provide better stability performance and improved long-term safety. Scientifically, this study highlights the importance of integrating slope reinforcement methods with geometric slope design in road infrastructure planning within clay shale-dominated areas, contributing technical insight for slope risk mitigation and sustainable infrastructure development in IKN.Keywords: Clay Shale, Slope Excavation, Shotcrete, Safety Factor, Slope Stability
